- Description
- The Bureau of Reclamation, Boulder City Regional Office, Boulder City, Nevada, intends to award on a sole source basis a purchase order to Mr. Martin P. Einert for specialized planning consultation services. Mr. Einert is a civil engineer with 32 years of experience in planning and evaluating water resource management projects. As a former planner for Reclamation's Lower Colorado Regional Office, Mr. Einert gained detailed knowledge of Lower Colorado Regional water resource management issues as well as an intimate knowledge of and experience with managing projects through the planning process. Mr. Einert has 23 years of specialized experience in coordination of interdisciplinary planning teams for Reclamation; development of scopes of work, plans of study, plan formulation working documents, preliminary findings reports, planning reports, definite plan reports, appraisal reports, special reports, feasibility reports, and environmental documents; administration of public involvement programs for planning studies; coordination with a wide variety of public and private stakeholders and partners to accomplish study objectives; management of budgets, schedules, and resources for planning projects; and expert knowledge of Reclamation, law, policies, and guidance pertaining to planning projects in the Lower Colorado Region. This procurement will be awarded using Simplified Acquisition Procedures. The anticipated award date is July 16, 2004. All responsible sources may submit a quote which shall be considered by the agency. Offers shall show contractor's capability to provide the required work. Quotes are to be submitted no later than July 12, 2004, 4:00 p.m., PST.
