Description
The Federal Bureau of Investigation (FBI), intends to negotiate a one-time, sole-source, firm-fixed price contract with Audio Processing Technology, Limited, Edgewater Road, Belfast, BT#9JQ, Northern Ireland, for the purchase of WorldNet Duo audio codec units. The Government intends to negotiate with only one source under the authority of FAR 6.302. FBO Destination is the FBI Engineering Research Facility, Quantico, VA. Based on market research via the internet and other federal agencies, it has been determined that the FBI?s requirements for the WorldNet Duo audio codec units can only be provided by Audio Processing Technology, Ltd., because they are the developers and copyright holders for the APT-x compression algorithm. Each WorldNet Duo audio codec unit includes a dual port X.21 digital interface employing the new Motorola DSP chip with the new (Advanced APT-x) compression algorithm embedded. Additionally, the WorldNet Duo audio codec units are backward compatible to the first generation APT-x codecs as utilized by the FBI, when the units are operated in the 7.5KHz (64Kb/sec.) mode. The FBI employs the requested codec units to replace obsolete, discontinued analog voice modems in connection with the operation of the FBI?s 12-Kilo-bit land mobile radio system. Interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 3:00 PM, EDT, by Thursday, July 15, 2004, by facsimile, to the attention of Mrs. Margaret D. Einspahr, Contracting Officer, at (703) 632-1844. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
