Description
The U.S. Department of Commerce/National Oceanic and Atmospheric Administration intends to negotiate with The World Bank on a sole source basis in accordance with the authority of 41 U. S. C. 253 (c)(1) only one responsible source. It is anticipated that this requirement will be awarded with a three month period of performance. The services are to provide effective management and coordination of efforts to update the 1993 System of National Accounts (SNA). The SNA provides international guidelines for national income accounting that are used at statistical offices throughout the world. Major national statistical offices, including BEA, are expected to provide resources to support the updating effort. The SNA will serve as a set of general guidelines for constructing the national accounts of the United States that are prepared by the Bureau of Economic Analysis (BEA). The World Bank is uniquely qualified to provide these services as they have been assigned the task of managing the update of the SNA by the international community through the Inter Secretariat Working Group on National Accounts. Offeror's who believe, they can meet the requirement are required to submit in writing an affirmative response with its technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bonafide capability to meet the requirements. Failure to submit such documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 45-days after publication of this synopsis. All information in response to this notification must be submitted in writing to the attention of Joel Perlroth, Contracting Officer. NOTE 22 is applicable to this notice.
