- The contractor shall provide the historical expertise, personnel, materials, supervision, and facilities necessary to research, write and edit an unclassified historical manuscript tentatively entitled U.S. Air Force: Security History, 1947-2003. The completed manuscript will be produced for the Office of the Directorate of Security Forces (XOF) and will be published by the Air Force Security Forces Center (AFSFC) for the Air Force History and Museums Program. The end product shall be richly illustrated and shall include historical analysis of major events, trends and issues. The manuscript shall be written in a fashion to facilitate readability and ease of understanding. Tasks include research and writing a prologue to the historical manuscript, conduct oral history interviews of former key USAF security career field members, provide photographs to illustrate the history, produce portions of the manuscript, write an analytical epilogue to the manuscript, prepare appendixes, prepare a glossary of acronyms and abbreviations, include a Directorate of Security Force’s suggested reading list that support the completed historical manuscript and other illustrations, as outlined in the Statement of Work. All copyrights of this manuscript will become Government property. The North American Industry Classification System (NAICS) code for this acquisition is 711510 and the corresponding SIC code is 8999 with the size standard being $6.0 million. The period of performance is 3 years for a total of 36 months. Contractor shall adhere to timeline schedule as outlined in the Statement of Work. This is a competitive, best-value solicitation. This procurement is 100% SET-ASIDE FOR SMALL BUSINESSES. This solicitation will be distributed solely on the World Wide Web at the following address beginning on or after 10 May 04: http://www.eps.gov. Closing date of the solicitation will be 30 calendar days after the issue date. NO PAPER COPIES OF THIS SOLICITATION WILL BE MAILED. No fax/telephone requests will be accepted. Prospective Officers will be asked to register for this solicitation at the web site referenced above.
