Description
The Naval Air Systems Command (NAVAIR) is conducting market research to determine sources capable of providing a modification to the Recovery Assist Secure and Traverse (RAST) system to replace the existing deck-mounted Rapid Securing Device (RSD) with a new configured unit. The modification shall enhance the current system capability so that the RSD not only captures and secures the helicopter probe, but also straightens and maneuvers the helicopter without the use of external cables. The modification shall eliminate the need for the existing Tail Guide Winch (TGW) sub-system. The objective is to not only simplify operation and reduce safety hazards, but provide an overall reduction in system acquisition/installation/maintenance costs, weight and volume. The replacement RSD shall be completely compatible with the existing RAST probes fitted in the SH-60B and MH-60R series helicopters, and with the RAST track currently fitted to all USN LAMPS III capable ships. Companies capable of providing a modification to the system as described above are encouraged to identify themselves and provide a description of the proposed modified system for review. It is anticipated that a procurement of test articles with options for production articles will be conducted in the future under the Foreign Comparative Test Program. The goal of the test program is to procure the item which best meets the user needs. Respondents are cautioned that a formal solicitation may not necessarily result from this RFI. As of this date, this activity has not received any funding for this effort. The Government will not pay for any information received in response to this RFI nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. Any confidential or proprietary information (identified as such) provided by a respondent will be handled in accordance with the legend. Otherwise, general comments will be viewed as representative of industry. Responses to this RFI are requested by 30 July 2004. Responses received after this date may not receive full review and consideration.
