Description
The U.S. Geological Survey has a requirement for specialized activities toward the development and implementation of geologic data retrieval, storage, display and dissemination for several groups in the Central Region Geologic Hazards Team. These groups include the Geomagnetism Group, Information Technology Group and the national Seismic Network Group. Extensive expert knowledge in seismological and geomagnetic data and applications and how the data are processed and prepared for dissemination is critical to this procurement. Specific expert knowledge is required in 1) a Windows-based application called MagProc which has become the central data processing software for processing USGS magnetic observatory data; 2) Modules for converting the Earthworm system from its use in seismology applications to geomagnetism know as Magworm; 3) Oracle 9i database that will be the primary data storage and delivery system for the Geomagnetism Group; and 4) the Web interface that retrieves data from the Oracle database and displays it on the Geomagnetism Web page. These are unique software programs and modules highly specific to seismological and geomagnetic data and applications. Therefore, specific expertise and knowledge of these systems is required to insure that the programming code will be compatible with the nature and uses of these data. Based on the information available at this time and in accordance with 41 U.S.C 253 (c)(1), implemented by FAR 6.302-1, the Government considers the complete range of requirements under this procurement for Earthworm & Magworm programming; Oracle database development and implementation; Web page development and database interfacing for seismological and geomagnetic data and applications is available only through Singularity Software LLC, Aurora, Co and proposes to negotiate a contract with that firm. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required item/service are invited to submit in writing an affirmative response to this to this announcement. An affirmative response would include literature, brochures and other information/material which corresponds to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such document without accompanying information will be considered non-responsive to this announcement without further consideration. This notice represents the Governments only official notice for this procurement. It is anticipated that the contract will be for one 12-month base year with two (2) one year renewal option periods.
