Description
The U.S. Army, Research, Development and Engineering Center (RDEC) Picatinny Arsenal, NJ 07806-5000 is contemplating issuance of a Broad Agency Announcement (BAA) for Historically Black Colleges Universities (HBCU), Minority Institutions (MI), and Hispanic Serving Institutions (HSI) who can execute basic research concepts. This proposed BAA is a challenge to Academia to explore applications of technology and to foster development in areas of interest to the Army. The following areas are not all-inclusive, but are a synopsis of the various topics and Science and Technology Objectives which are of interest to this command: 1. Power Source/ Transmission: Topics included. a. Nano Particle surface Tension Energy release by laser initiation: Design and fabricate a system capable of initiating the surface tension energy between Nano meter size particles using lasers. b. Recoil energy recovery for powering munitions: Design and build an innovative system that converts the recoil g force of firing a projectile into powering the munitions. c. Utilizations of acoustics and laser light for energy and power transmission: Design and build an energy/ power transport mechanism using laser light and or acoustics. This laser and or acoustics source will transport the energy or power and deliver on target. d. Innovative long life power system/ battery recharge system for munitions: Develop an innovative small energy scavenging system no larger than the size of a AA battery in volume, to power or recharge 3.6 V batteries used on asset visibility, prognostic-diagnostic sensing and robotic systems. e. Solar power for ground munitions, sensors and communications systems: Design, develop, and test a solar power source assembly for ground munitions, sensors and communication systems. 2. Threat Assessment and Situational Awareness: Topics Included. a. Generic Sensor Information Transmitter Optimized for Acoustics: Develop an innovative generic sensor information transmitter for acoustic detection. b. Advanced Multi Sensor Array System: Design, build and test an Advanced Multi- sensor Array System using innovative noise reduction techniques, wherein magnetometer array sensor data is fused with acoustic array sensor data. Shall detect and track ferromagnetic vehicles at very long range. c. Remote Sensing of the Electro-Magnetic Potential of the Human Heart: To design and build an innovative device that can remotely detect the electronic signature of the beating human heart. d. High resolution Thermal Imager with small optics: Design, build and demonstrate an 8 to 14 micron, uncooled, infrared focal plane array, 640x80 pixel, thermal imager with a 360 degree field of view optics to provide instantaneous full horizon detection, location and tracking of multiple targets. e. 3-D Hyper Spectral Micro bolometer: Develop a 3-D Microbolometer in which different layers having the MEMS device measure the IR energy within different spectral bands. f. Hyper Spectral Data Cube Processor: Fabricate a computer processor which has the ability to process Hyper Spectral Images in rates of 30 or more cubes per second. 3. Accuracy and Lethality: Topics included. a. Innovative Onboard angular orientation sensors: To develop innovative onboard angular orientation sensors for munitions as alternatives to gyros and GPS for low cost integration into next generation of smart munitions. b. Small arms gun barrel Stabilization using high density, rugged, and low creep actuators: To design and develop innovative high energy density, low creep actuators for small arms applications to compensate for combat induced stress related gun position jitter. c. Smart, Light Weight Electronic Pointing device for indirect fire weapons: Develop and produce a highly accurate smart, small, lightweight electronic pointing device for indirect fire weapons. d. Medium Caliber gun barrel bore coatings: Develop, demonstrate and validate a coating technique to apply advanced erosion resistant materials to medium caliber gun tubes. e. Mass fabrication of MEMS based detonator technology: Design an innovative lightweight, compact, low power, low cost, MEMS based micro detonator. 4. Manufacturing: Topics included. a. Advanced Neutron Source for radiography and Tomography: Develop an innovative small electrically generated neutron source appropriate for neutron radiography, whose flux density is at least four times that of neutron sources available today. b. Innovative Real time titanium Manufacturing: to develop an innovative, integrated real time control process for welding titanium for current and future army systems. 5. Packaging: Topics included. a. Innovative Modular Packaging of military supplies: Design and build innovative modular packaging for mixed classes of supply including ammunition to support various military missions. 6. Area Denial: Topics Included. a. Tactical area denial for military and homeland defense: Design and develop a directed energy device or system of devices that can provide the war fighter with a portable, reposition able area denial option. 7. Computer/ Software: Topics Included. a. Intelligent Agent technologies for FCS and Homeland defense: Develop algorithms, design methodology and processing architectures to support implementation of real time intelligent agent technology for coordinated, rapid information retrieval, fusion, and prediction of potential threats for mounted/ dismounted operations and homeland defense. b. Automatic Warhead Optimization and Modeling: Develop a semi automatic warhead optimization and modeling system using hydro code simulation with design sensitivity analysis and stochastic methods. c. Artifact free tomographic Algorithms Develop new computer tomographic reconstructing algorithms which do not create artifacts in the images. The overall objective is to create relationships with the targeted universities. This proposed BAA is an effort to introduce the aforementioned institutions to the technology trends available here at RDEC. Although these concepts are considered basic research, it is desirable to mature these concepts for possible future program insertion. No responses to this notice are required. The purpose is to only advise interested universities of the Department of the Army?s intent to introduce a BAA on the aforementioned topics at the time frame cited in this message.
