Description
The US Army RDEC Acquisition Center, Natick Contracting Division, intends to negotiate on a sole source basis with B.A. Tech, U. S. Ltd., of Fall River, MA, under the authority of 15 USC 657f and FAR 19.1406(a) Service-Disabled Veteran-Owned Small Bu siness Sole Source Award, a quantity of 200 each, for design validation and test quantity manufacture of a Low Velocity (LV) Cargo Parachute. Product Manager-Force Sustainment Systems (PM-FSS) will manage this effort as part of the Low Cost Aerial Deliver y System (LCADS) program. The parachute will meet the same performance parameters as the existing Low Velocity G-12 parachute while reducing cost by 55-80%. They are made of woven polypropylene sewn in a cross-hatch design with the parachute legs knotted directly to nylon suspension lines, and are designed for one-time use applications. The LV chutes are currently in the design validation phase, and a series of changes will be made to the chute design based upon results from airdrop testing. Small numb ers (2 to 4) of the prototype parachutes are being tested at one time; the test results are then used to make appropriate changes to the parachute and new prototypes are built for the next series of tests. Before the final parachute design is decided upon , the manufacturer will be expected to work without an updated drawing package and be able to incorporate changes to the parachute within very short turn around time, as necessitated by the compressed test schedule. The small number of chutes being made a t one time to any single design requires great flexibility and responsiveness on the part of the fabricator. In addition, the manufacturer must have experience in fabricating airdrop items. Once the design is finalized, the parachute will enter Developme ntal Testing and then Operational Testing. The manufacturer is to provide the LV parachutes required throughout these test efforts, an estimated 200 chutes. Natick will provide a preliminary drawing package. The manufacturer will be responsible for obta ining all required material (fabric, thread, etc) and for complete fabrication of the chute, including packing. The manufacturer will also provide feedback to Natick as to the manufacturability of the parachute, suggest changes to the drawings and design, and help implement the changes.
