- Description
- The work shall consist of furnishing all plant, labor, equipment, materials and supervision to complete construction work for project PQWY 02-2009, Repair Taxilane C Ramp, at McChord AFB Washington. Following is a brief summary of the project and is provided solely for the purpose of revealing the general nature of the work involved. Work to consist of: a) Removal and protection until reinstallation of existing, operational, Taxiway lighting components. b) Removal of approximately 1600 linear feet of the existing Taxilane C ACC pavement and replacing the pavement with PCC. c) Replacing ACC pavement on the shoulder and transition area to C-Ramp. d) Re-striping the Taxilane, shoulder and turns on to C-Ramp. The magnitude of construction is between $1,000,000 and $5,000,000. The current applicable NAICS is 237310. The small business size standard for the NAICS is average annual gross revenue of under $28.5 Million over the past three years. As provided by FAR 19.1305 this acquisition is being set-aside for HUBZone contractors. Award of a contract from this solicitation will be made on the basis of Best Value to the government using past performance and price. The Government reserves the right to award a contract to other than the lowest price offeror. All relevant solicitation documents including specifications and or drawings will be made available for download exclusively from the internet by accessing the Federal Business Opportunity (FBO) Website http://www.fedbizopps.gov by following the links on the FBO website to: DOD, USAF Offices, Air Mobility Command, 62nd CONS. Paper copies will not be available. Once the solicitation is posted, interested parties to must review the website frequently for updates and amendments to any and all documents; and verifying the number of amendments issued prior to the due date for proposals. The closing date and time for submitting proposals will be contained within the solicitation package. All potential sources must obtain a DUNS number and be registered in the Central Contractor Register (CCR) in order to transact business with the Department of Defense (DOD). Lack of registration in the CCR database and failure to obtain a DUNS number will make an Offeror ineligible for award. NOTE to Offerors: No response to this notice is necessary and no source list or bidders mailing list will be maintained. NOTE to Offerors: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. WHILE FUNDS ARE NOT PRESENTLY AVAILABLE WITHIN AIR MOBILITY COMMAND TO FUND THIS PROJECT, WE ANTICIPATE FUNDS WILL BECOME AVAILABLE BY 19 NOV 04. IF CURRENT FISCAL YEAR (FY04) FUNDS BECOME AVAILABLE, CONTRACT AWARDS WILL BE MADE NO LATER THAN 30 SEPT 04. IF FY04 FUNDS ARE NOT AVAILABLE, THIS PROJECT WILL BE FUNDED WITH FY05 FUNDS. WE EXPECT TO HAVE FY05 FUNDS BY 19 NOV 04. SOLICITATIONS MAY BE CANCELLED AND ALL OFFERS REJECTED BEFORE AWARD BUT AFTER SOLICITATION CLOSING DATE WHEN CANCELLATION IS CLEARLY IN THE PUBLIC?S INTEREST.
