- Description
- The 437th Contracting Squadron at Charleston AFB, SC will solicit for Airfield Taxiway repair at North Auxiliary Airfield located near the town of North, Orangeburg County, South Carolina. Dollar magnitude for these combined projects are between $5,000,000 to $10,000,000. The work to be performed consists of furnishing all materials, equipment, plant, labor and supervision necessary to repair taxiways at North Auxiliary Airfield ? Taxiway Echo and Taxiway Delta. Project Nos. are SBML 04-1044D and SBML 04-1044E. The work includes, but is not limited to: complete replacement of existing taxiway and/or overlaying existing concrete taxiway, existing asphalt shoulders, installation of airfield lighting and markings, and asociated earthwork. This action is being considered for 100% Set-Aside for HUBZone small business concerns. Interested HUBZone small business concerns should indicate interest to the Contracting Officer, in writing, as early as possible, but not later than 13 JUL 04. As a minimum, the following information is required: (a) a copy of the certificate issued by SBA of your qualifications as a HUBZone concern; (b) a positive statement of your intention to bid on this contract as a prime contractor; (c) evidence of the recent experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contracts and telephone numbers; (d) evidence of bonding capability to the maximum magnitude of the project to include both single and aggregate totals. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone concerns. Failure to submit all information requested may result in a contractor not being considered as an interested HUBZone concern. If adequate interest is not received from HUBZone concerns, the solicitation will be issued as unrestricted without further notice. Therefore, replies to this notice are requested from all business concerns as well as from HUBZone concerns. The applicable NAICS code is 237310 with a small business size standard of $28,500,000.00. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government. The government reserves the right to award a contract to other than the lowest price. Evaluation factors will be set forth in Sections L & M of the solicitation. It is anticipated the solicitation will be issued electronically on or about 16 JUL 04 on the Federal Business Opportunities web page at http://www.eps.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to visit this web site frequently for any updates and/or amendments to any and all documents. All prospective contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for an award. Charleston AFB may award both taxiways projects or one taxiway project or cancel the solicitation in is entirety depending on the funds that becomes available prior to 30 September 2004.
