Description
The National Institute for Occupational Safety and Health plans to negotiate, on a sole source basis with American Nurses Association, Center for Occupational Health and Safety for development and evaluation of best practices training curriculum for safe patient handling and movement. STATEMENT OF WORK AND OTHER PERTINENT INFORMATION: General Description: This requirment is for development and evaluation of best practices training curriculum for safe patient handling and movement, as part of the NIOSH project titled ?Development and Evaluation of Safe Patient Handling and Movement Curriculum.? This requirement is to cover costs associated with development of the curriculum, development of the research study protocol, obtaining IRB and other human research subject protections, peer review, data collection and analysis, and development of final reports containing results of the evaluation. The vendor is to begin work as soon as the purchase order is awarded and to accomplish the following tasks: Task 1. The vendor will assemble a team of technical experts to develop and pilot test the various elements of the safe patient handling and movement curriculum. Vendor is to submit a draft of the curriculum in an electronic media form for review and comment from the NIOSH project officer, within 4 months of the date of the award. Task 2. The vendor will develop a comprehensive research study protocol designed to scientifically evaluate the effectiveness of the safe patient handling curriculum. The curriculum should address both fundamental training as well as the clinical training aspects. The study design should include measures for evaluating the effectiveness of the curriculum to increase knowledge, skills, attitudes, and practice for using the most recent safe patient handling and movement techniques, such as zero lift programs, assistive patient handling equipment, fast raising electric beds, safe patient handling algorithms, etc. Task 2 is to be completed within 8 months of the date of the award. Task 3. The vendor will conduct a comprehensive peer review of the research protocol, and obtain all IRB approvals as required to insure protection of human subjects. This includes obtaining approval by both the vendors IRB and the NIOSH Human Subjects Review Board prior to beginning data collection. Task 3 should be completed within 12 months of the date of the award. Task 4. The vendor will develop a workshop on the safe patient handling and movement curriculum and present the material at the Annual Safe Patient Handling and Movement Conference sponsored by the Veterans Health Administration or another venue as agreed upon by the NIOSH project officer. Task 4 should be completed within 16 months of the date of the award. Task 5. The vendor will conduct the proposed study approved in Task 3. The study will be conducted at Schools of Nursing in various geographical regions of the United States. The vendor will also analyze the results of the study. Task 5 should be completed within 24 months of the date of the award. Task 6. The vendor will prepare a variety of dissemination materials resulting from the development of the training curriculum. Generally authorship of peer-reviewed publications will be based on contribution to the final product, though in all cases the authorship of publications will be discussed and agreed upon. Separate from any resulting publications, the vendor will provide to NIOSH a final report within 24 months of the date of the award. This final report will include a summary of all work conducted and materials produced by the vendor as part of this procurement. All materials will be jointly published by the ANA and NIOSH and will adhere to the NIOSH review and approval processes. CAPABILITIES STATEMENT: The scope of work is for development and evaluation of state-of-the-art best practices training curriculum for safe patient handling and movement, scientific evaluation of the effectiveness of that curriculum using a randomized intervention study design, and networking with schools of nursing (SON) to implement the curriculum. Potential vendors will require a comprehensive network of direct contacts with nursing professionals, nursing educators, and nursing school administrative staff (SON) deans and program administrators) of sufficient capability to develop and scientifically evaluate the safe patient handling curriculum proposed in this requisition. The vendor should also have a network of contacts with state, territorial, and military associations, as well as nurse credentialing with the American Nurses Credentialing Center (ANCC) and labor unions in order to address the wide range of potential stakeholders. Finally, the vendor must demonstrate expertise in working with colleges of nursing, nursing educators, and student nurses. Qualified organizations may submit a capabilities statement which address these requirements and contains material in sufficient detail to all NIOSH to determine if the party can perform this requirement. Capabilities are to be received in the contracting office no later than fifteen (15) days from the date of this announcement. The intent of this synopsis is to determine whether alternative sources exist. Information received will be used solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and is solely within the discretion of the Government. Responsible sources may submit a response, which shall be considered by the Agency.
