- Description
- The U.S. Department of Commerce/National Oceanic and Atmospheric Administration intends to negotiate with NPD Intelect, LLC on a sole source basis in accordance with the authority of 41 U. S. C. 253 (c)(1) only one responsible source. The acquisition includes the purchase of a dataset that will allow the Bureau of Economic Analysis (BEA) to construct deflators for the value of PCE for IT goods under more general conditions than those underlying the deflators BEA currently uses. The ideal dataset would contain transaction prices and quantities for goods purchased by consumers in the U.S. The data must be high-frequency data (i.e., monthly rather than annually) so that BEA can introduce new goods into the price indexes in a timely manner and ?goods? must be defined at a sufficiently granular level so that BEA can control for quality differences across goods. NPD Intelect, LLC is uniquely qualified to provide the dataset and components by providing point-of-sale pricing and quantity data for eleven (11) broad classes of information technology equipment (listed below) that was purchased by consumers at U.S. retail outlet stores during the duration of any given month. In addition to providing the ideal coverage (U.S. consumers), the data is reported at high frequencies (monthly). 34 IT Categories: Desktop PCs, Notebook PCs, Printers, MultiFunction Printers, Fax Machines, Label Printers, PC Monitors, PC Projectors, Hard Drives, Floppy Drives, Tape Drives, CD Drives, DVD Drives, CD Media, DVD Media, Data Cartridges, Floppy Disks, Inkjet Cartridges, Toner Cartridges, Technology Paper, Calculators, Personal Organizers, Reference Databanks, PDAs, Networking Products, Mice, Other Pointing Devices, Keyboards, Entertainment Devices, Multimedia Speakers, Scanners, Memory Cards, PC Batteries, Sound Cards Offeror's certain they can meet the requirements are requested to submit in writing an affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bonafide capability to meet the requirements. Failure to submit such documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. All information in response to this notification must be submitted in writing to Contracting Officer. Note 22 is applicable to this announcement. Affirmative written responses must be received no later than 15-days after publication of this synopsis. If no responses are recieved, this acquisition will be processed in accordance with the Federal Acquisition Regulation Subpart 13.5- Test Program for Certain Commercial Items.
