Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The United States Department of Agriculture, Natural Resources Conservation Service, Arizona is requesting quotes from vendors for one each Plot Combine (for harvesting grasses and legumes ranging from 2,000,000 to 18,000 seeds per pound) with the following specifications: Minimum of a 40 h.p. diesel engine maybe air-cooled or water cooled; Hydraulic (power) steering; Minimum 15 gallon fuel tank; Hydrostatic drive; Equipped with brakes; Variable speed threshing drum (cylinder) with a minimum range of 330-1400 rpm; Minimum threshing drum (cylinder) width of 30 inches; Minimum threshing drum (cylinder) diameter of 13 inches; Minimum 6 bars on the threshing drum (cylinder); Quick adjustable concave; Upper sieve minimum of 1 square meter and adjustable; Lower sieve minimum of 0.65 square meter and adjustable; Pneumatic seed handling equipped with cyclone and double outlet head for bagging; 250 to 400 liter grain tank. Self-cleaning to prevent mixing of samples between plots. Standard header with: Minimum cutting width of 59 inches; Minimum of 4 bars on reel equipped with tines; Hydraulic driven reel with speed adjustable with a minimum range of 0 to 45 rpm; Height of reel adjustable with hydraulics; Hydraulic lift for header; Header jack stands. 2 sickles bars provided. Swath pickup attachment capable of picking up a swath and moving the swath to the threshing drum either independently or in combination with the standard header and hydraulic lift (part of header lift). Must have pickup fingers and/or tines. Owners? and parts manual for all equipment must be provided. Combine is to be delivered F.O.B. destination to Tucson Plant Materials Center, 3241 N. Romero Road, Tucson, AZ 85705 by October 1, 2004. Request For Quote (RFQ) # is NRCS-23-AZ-04. Set Aside 100% for Small Business. Applicable NAICS 111998. Quotations shall include the RFQ number, the proposed price, any prompt payment discount terms, company name, point of contact, address, phone number, fax number, tax identification number, DUNS number, and size status (i.e. small business, disadvantaged business or woman owned business). Quotations are due August 5, 2004, by 3:00 p.m. Contractor must be registered on the Federal Governments Central Contractor Registration (www.ccr.gov) prior to award of contract. The provisions and clauses incorporated in this RFQ are those in effect through Federal Acquisition Circular 2001-24. Provision 52.212-1, Instructions to Offerors ? Commercial Items applies to this acquisition. There are no addenda to this provision. Provision 52.212-2, Evaluation ? Commercial Items does not apply to this acquisition. Basis for award is low price and technical acceptance. The offeror will be required to complete provision 52.212-3, Offeror Representations and Certifications ? Commercial Items found at https://www.arnet.gov/far/ with its offer. The clause 52-212-4, Contract Terms and Conditions ? Commercial Items, applies and is amended to include: 52-204-6 Data Universal Numbering System (DUNS) Number; SCSAR 41-52.232-70, Designated Payment Office Contact Point; and SCSAR 41-52.232-73, Vendor Express Electronic Funds Transfer (EFT) through USDA National Finance Center Miscellaneous Payment System.
