Description
The scope of work to be performed under the terms of this contract include, but is not limited to the, Replacement of the existing pre-action discharge sprinkler system with a new NFPA approved wet pipe sprinkler system sized for the current IRS computer room. The new system is to have an electronically supervised zone-sectionalizing valve to allow the water to be shut off to allow the repair of a leak or replacement of a sprinkler head. Mount the valve in a readily accessible location/position within the IRS space so that a ladder is not required to operate it. Install a water-flow detector to signal activation the flow of water in the event of a head being set off due to a fire. Activation of the water-flow detector shall be shown on the smoke detector?s graphic annunciator panel. Activation shall also shutdown the room?s freestanding HVAC system, activate the room?s audible/visual alarms and signal the federal building?s fire alarm system of the alarm condition. Smoke Detector System: Replace the existing cross-zoned system with a completely new NFPA approved cross-zoned system sized for the current IRS computer room; including but not limited to: Control panel, graphic annunciator panel, detector heads, audible/visual alarm devices, conduit and writing. The system shall have at least two zones on the ceiling & two zones under the elevated floor. Activation of any single smoke detector shall be visually & audibly annunciated in the computer room & as a trouble alarm at buildings fire alarm system. Activation of two cross-zoned detectors in the ceiling or under the floor shall activate the local audible/visual alarms, shall shutdown the operation of all freestanding HVAC units and shall signal the federal building?s fire alarm system of the alarm condition. Provide backup batteries with charger for continued operation during power interruptions. Graphic Annunciator Panel: Provide a graphic annunciator panel having a graphic depiction of the room showing the locations of all smoke detectors, the water-flow detector and the supervised zone-sectionalizing valve by indicator lamps. Trouble conditions shall be distinguished from alarm conditions by an appropriate color-coding of the annunciator?s lamps. The panel shall be located within the computer room after consultation with local IRS personnel. Training and Testing: Demonstrate to the IRS the proper operation of the systems to the possible trouble and alarm scenarios such as, trouble conditions, single & cross-zone alarms, water flow, closing of water valve, etc. Provide training to IRS personnel in the system?s operation and how to respond to the various alarms. A Lump Sum Bid is required. This procurement is set aside for small business concerns in accordance with the Small Business Competitive Demonstration Program. The North American Industrial Classification System Code (NAICS) is 236220 with a size standard of 28.5 million. The cost range is estimated between $25,000 and $100,000. This is a negotiated procurement; there will not be a public opening. The solicitation will be available on or about July 14, 2004. The solicitation cited above can only be obtained by accessing a secure website known as the Federal Technical Data Solution (FedTeDS). FedTeDS is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition information. It is fully integrated with other electronic Government initiatives such as FedBizOpps and the Central Registration (CCR) database, and is available for use by all Federal agencies. In order to obtain information from FedTeDS, you will first be required to register with CCR. The Central Contractor Registration database is part of the Business Partner Network, and e-gov initiative, and will be used to validate vendor identity. Effective October 1, 2003, all Government contractors must be registered in CCR prior to receiving an award. You may access CCR at the following URL, www.bpn.gov. Once you have registered with CCR you will be required to register with FedTeDS. No Federal materials can be downloaded until you have registered under both sites. You may access FedTeDS via the following URS, http://www.FedTeDS.gov. You will then be required to access the vendor registration form by selecting the hyperlink entitled "Register with FedTeDSQut and then choosing the "Vendor Registration Form" hyperlink. At a minimum all vendors must supply the following information: Your Company?s Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN) (Your can get this from your Company?s, CCR Point of Contact), your company?s DUNS Number or CAGE Code (Contact Dun and Bradstreet at 1-800-333-0505 if you do not have a D&B Number), your telephone number, your e-mail address. Any questions regarding this notification should be directed to the Contracting Officer whose name appears herein. Potential offerors will be responsible for downloading the solicitation and monitoring the website for amendment(s), if any to the solicitation. Offer due date and time for receipt of proposals will be August 13, 2004, at 4:00 p.m. (CST).
