Description
1.0 INTRODUCTION 1.1 Organization. U.S. Navy Civil Engineer Corps Officers School (CECOS) 1.2 Background. The Director of Environmental Training Technologies in the Environmental Education and Training Division of CECOS is charged with the mission of developing computer based training and other distance learning technologies for the U.S. Navy/Marine Corps. These products, also known as "tools", are used to present and/or enhance environmental training programs within the ashore element of the Navy/Marine Corps. Each tool may be developed as a "stand alone" module, a mini-course in a series, other courses, CD based, Web based, combination CD/Web based, or as directed by the CECOS Project Manager (PM). 1.3 ADP Environment. 1.3.1 All products/tools developed as a result of this contract will be compatible with the hardware, software and teleprocessing/network equipment currently available within the CECOS Automated Data Processing (ADP) organization and the Navy/Marine Corps Intranet (NMCI). Because of rapidly changing hardware, software and teleprocessing/network equipment available within CECOS APD and the overall NMCI organization, and the evolving Gold Disk, exact specifications will be provided prior to entering final agreements with the contractor. These exact specifications will be provided by the CECOS PM or his designated representative. All work will be performed in phases. Each phase shall be reviewed and approved by the CECOS PM prior to development and commitment to the next and future phases. 1.3.2 The development of Interactive Multimedia Instruction, Computer Based Instruction, and other Distance Learning technologies and products for CECOS is dependent on their ability to place both existing and newly produced distance learning on the Navy Learning On-Line system. Therefore, all projects developed as a result of this contract must be compatible with the current in-house CECOS Learning Management System (LMS) located on Navy owned servers in Huntsville, Alabama. This LMS tracks students? enrollment and progress, provides re-enforced training, provides student testing and certificates of completion. In addition, the LMS provides training and administrative environment support to worldwide operators of the system to deliver, track, and manage learning content, student progress, and to interact with individual students. The LMS currently supports not only CECOS environmental students but manages the Naval Construction Battalion Center (NCBC), a sister unit of CECOS. 2.0 TECHNICAL REQUIREMENTS 2.1 Task Description. Services to be performed will be within the scope of work as follows: 2.1.1 Development/Presentation of Environmental and Non-environmental Related Courses and Courseware (Live and Computer Based Presentations). Develop and perform internal and external validation (pilot) of one or more offerings of environmental and non-environmental related course at a time and place as determined by the PM or his designated representative. a. Curriculum Development Specifications: (1) Each course content must meet the course mission statement and learning objectives as described in appropriate Navy/USMC directives which will be provided at the time of award of each delivery order. The course must be designed to the educational and experience level of the target audience identified in each delivery order. Curriculum documents shall conform to the format standards described in appropriate Navy/USMC directives and/or documents. The Student Guide and Instructor Guide shall be developed in Microsoft Word ? and Microsoft Powerpoint ? software. The government and the contractor shall mutually agree upon the version of the software. (2) Develop draft, final draft, and final training course curriculum (Student Guide and Instructor Guide) that satisfies the requirements of the Training Course Control Document (TCCD). b. Resource Requirements Listing and the Course Master Schedule of the Training Course Control Document (TCCD). The Resource Requirements Listing and the Course Master Schedule of the Training Course Control Document (TCCD) are to be considered guidelines for the purpose of the Scope of Work and the RFP. The contractor shall incorporate all written and verbal comments of the Draft and Final Draft in the subsequent curriculum. The curriculum shall include student interaction and exercises in developing and using both written and verbal communication tools and techniques that support the learning objectives. The curriculum shall include case studies that effectively complement the learning objectives. The curriculum shall include testing and evaluation of student comprehension to ensure and verify the learning objectives are met. The Instructors Guide of the curriculum is to be sufficiently developed and documented such that it can be successfully delivered by other instructor(s) who have sufficient experience and knowledge of the course topic as determined by the government. c. Pilot Offering (External Validation) Specifications (Option Period): (1) This section is relevant only if the Base Year option for a Pilot Offering (External Validation) is exercised. (2) Conduct a Pilot Offering (External Validation) of the course for evaluation at a location within the United States as determined by the government. The Pilot Offering (External Validation) is to use the curriculum developed in response to the specification outlined in Section 2.1.1.a and b. (3) Contractor shall provide all student handouts for 30 attendees. Date of the pilot trial offering shall be after governmental approval of the final draft curriculum. (4) The Pilot Offering (External Validation) shall consist of delivering the full course curriculum to an audience of government representatives, subject matter experts, and student personnel from the course target audience population as identified in Attachment 1, of the original document. d. Additional External Validations and/or Regular Offerings Delivery Specifications (Option Period). (1) This section is relevant only if the Base Year option for additional external validations and/or regular course deliveries is exercised. (2) Deliver training using curriculum developed as a result of the response to the specification outlined in Sections 2.2.1a and b, and revised as a result of Pilot Offering (External Validation) described in Section 2.2.1.c of the original document. Deliver training class offerings at the locations and dates specified 30 days prior to individual class delivery dates or as determined by the PM or his authorized representative. 2.1.2 Develop Interactive Multimedia Instruction/Distance Learning (IMI/DL) Course(s) and Video Production Services. Provide video production services in advance of IMI development of environmental and non-environmental related modules at locations to be determined by the CECOS PM or his designated representative. 2.1.3 a. Develop/Convert Existing Joint Logistics Over The Shore (JLOTS) Computer Based Training Modules to Web Based Training. Revise the current JLOTS CD Rom CBT scripts and convert the existing 10 Module (includes orientation and salutation elements) CD ROM CBT to Web Based Training in accordance with established standards provided by the CECOS PM and the Technical Point of Contact and as described in paragraphs 2.1.4 and 2.1.4.1 below. b. Complete Development of IMI/DL Course Materials on Environmental and Non-Environmental Related Topics. Provide script and product development of IMI/DL prototype to be used by the Technical Point of Contact to inform potential users about the IMI Program. The development will include: 1. The design concept and GUI. 2. In Progress Review in Huntsville, Alabama for review and approval of customer. 3. Research. 4. Development of draft script. 5. Incorporation of script changes (one time). 6. Script breakout and production meetings. 7. Material acquisition. 8. Video off line. 9. Graphics design. 10. Modeling/animation. 11. Professional narration. 12. Video editing. 13. Director Lingo and Flash 7 programming. 14. Video and animation rendering. 15. Video compression. 16. Video masking. 17. Element integration. 18. Alpha testing (internal). 19. Beta testing (external by customer. 20. Incorporation of Beta testing comments (one time). 2.1.4 Development of Module Nine of JLOTS Project as Web Based Training. Module Nine provides guidance on providing security for offshore anchorage areas, beach areas and describes the responsibilities for security planning and execution. JLOTS operations are normally conducted in a low threat environment, but threats must be considered from air and rocket attacks, attacks by enemy forces or by nuclear, biological, and chemical warfare. The module also outlines the general principles for defense. This module will generally encompass the Planning JLOTS Operations function as outlined in Chapter III of the live JLOTS Course and Joint Publication 4-01.6, dated (currently under revision). 2.1.4.1 Conversion of Eight CD ROM Based Training Modules to Web Based Training. This task includes updating the current existing contractor developed scripts with government identified changes and converting the eight CD Based/Computer Based Training modules, including orientation and salutation module to Web Based Training. Web Based Training must be SCORM compliant and be developed to run on the Navy E-learning/Navy Knowledge Online (NKO) web site. This module will generally encompass the Planning JLOTS Operations functions as outlined in Chapter IV of the live JLOTS Course and Joint Publication 4-01.6, dated (currently under revision). 2.1.4.2 Technical Point of Contact (TPOC) for this item: Ms. Gayla Lutman (1st Primary TPOC) 2.1.5 Each product/tool shall incorporate the following features: 2.1.5.1 In modular format with learning objectives developed in a manner, which allows the student to proceed at his/her own pace. 2.1.5.2 Contain a built in testing mechanism which allows the student to be tested at the end of each module. Test questions shall be randomly selected from a pool of questions, and shall have printing capabilities of the test results which will provide tangible evidence of successful completion of each module. 2.1.5.3 Provide students who did not successfully complete the module with immediate feedback and instructions on how to re-take failed portions so that successful completion may be accomplished at a later date. 2.1.5.4 Contain an administrative feature that allows for tracking of the progress of individual and groups of students and allows for administrative removal of students if adequate progress is not maintained. As well, this feature shall allow authorized administrators to localize each product/tool to meet regulatory standards. Each product/tool shall contain an instructional guidebook that allows for ease in local administration and of localization of modules. 2.1.5.5 Maintain a bookmark system to allow students to exist at any point during the course and return to the same place (within 1 hour increments) at a later time and date. 2.1.5.6 Track students enrollment and warn them of impending removal if they do not proceed successfully in a timely manner. All of the above features shall be compatible with existing CECOS Learning Management System (LMS) which is located in Huntsville, AL. 2.2 Deliverables. 6.0 Criteria for Acceptance. Acceptable performance for this effort is successful completion of the products described above. The Client Representative will be notified of any abnormal job terminations and corrective action taken. Priorities and due dates will be established by the Government. 6.1 Performance Matrix Deliverable or Services Required (1) Measures of Success are Indicators (2) Standards-Criteria Acceptable Quality Level. (3) Maximum Error Rate (4) Method of Surveil-lance (5) 2.1.1 Development/ Presentation of Environmental and Non-environmental Related Courses and Courseware 2.1.2 Develop Interactive Multimedia Instruction/Distance Learning (IMI/DL) Course(s) and Video Production Services. 2.1.3 a. Develop/Convert Existing Joint Logistics Over The Shore (JLOTS) Computer Based Training Modules to Web Based Training. 2.1.3 b. Complete Development of IMI/DL Course Materials on Environmental and Non-Environmental Related Topics. 2.1.4 Development of Module Nine of JLOTS Project as Web Based Training. Compliance to Work Order Request. Timeliness and Quality Functionality All products/ Tools extremely user friendly with exact written instructions clearly printed on the container. Users of the product/tool should be able to properly access and use the training materials without assistance from any outside organization or person. Products/tools shall be uniformly packaged to reflect the professional qualities of CECOS Environmental Training Management Division. The contents of each text must clearly represent the requirements of the Federal Law. Video, charts and still photos should reflect the nature of the training being accomplished. 100% of work order completed 95% operational functionality of all system components No deviations from the standard allowed Customer Complaint and Random Sampling NOTE: Unless otherwise stated the CECOS PM will provide written text for each product/tool developed. U.S. Government personnel will review and comment on the technical content and delivery mechanism of each product/tool developed. All products/tools, backups, videos, scripts, texts, booklets, animations, photos, computer programs, access codes and other items provided or developed as a result of this effort become the sole property of the United States Navy/United States Marine Corps. 2.2.1 Two reproducible (paper) copies and ten electronic copies (Microsoft Word) of all materials used in the validation of these courses shall be provided to the following address prior to validation start dates: Dr. Rick Montgomery Director of Environmental Training Technologies US Navy Civil Engineer Corps Officers School (CECOS) C/O USACE 550 Sparkman Drive Huntsville, AL 35816 2.3 Reporting Requirements. 2.3.1 Staffing Report. A staffing report shall be integrated into the monthly Progress Report and will include, but not be limited to the following: GSA Order Number and Project Number, GSA CSR assigned and Client agency and location, Accounting Control Transaction (ACT) number and reporting period, and staff vacancy information. 2.3.2 Progress Report. Progress reports must be submitted no later than the 5th workday of every month. Status reports must be submitted via GSA?s IT-Solutions System (ITSS). Failure to provide reports correctly will cause resubmission by your company. The monthly Progress Report will include, but not limited to: Brief task description. A narrative review of work accomplished during the reporting period and/or significant events Deliverable progress Problem areas. The contractor shall bring problems or potential problems affecting performance to the attention of the GSA CSR as soon as possible. Verbal reports will be followed up with written reports when directed by the GSA CSR. Anticipated activity for the next reporting period Description of any travel or unique services provided 2.3.3 Additional written reports may be required and negotiated where necessary. 2.4 Schedule. Actual validation dates will be dependent on the award date of this modification but shall start within approximately 30 days of award. 2.5 Materials. Materials are to be provided by the contractor when essential to the task performance and specifically approved by the client representative, not to exceed the ceiling price identified in the task order. All materials purchased by the contractor for the use or ownership of the Federal Government, becomes the property of the Federal Government. The transfer of materials shall be documented by the contractor in the monthly status report. The contractor must furnish the GSA CSR and Client Representative copies of such documents monthly, through E-mail, Express mail, Fax or at the Task Review Meeting. 3.0 GOVERNMENT FURNISHED RESOURCES The following resources will be provided by the client: 3.1.1 Facilities, Supplies and Services. Lab space, office supplies, computer equipment and time, telephone, and reproduction facilities as required. 3.1.2 Information. The following information will be provided by the user: 3.1.2.1 Manuals, texts, briefs and other materials associated with the hardware/software noted in this SOW. 3.1.2.2 Initial familiarization/orientation will be provided by the User Agency. Standard Operational Procedures will be available to the contractor at the place of performance. 4.0 ADMINISTRATIVE CONSIDERATIONS 4.1 Points of Contact. 4.1.1 User Project/Program Manager Dr. Rick Montgomery, Ph.D. 4.1.2 Alternate: Mr. Barry Hickenbottom 4.1.3 Client's Security Officer. No known Security Clearances are required. 4.2 Place of Performance. Work is to be performed at the following on-site location(s): The majority of the work will occur within Madison County, Alabama which allows the ongoing work to be reviewed and monitored by the Program/Projects Manager on duty with the Navy in Huntsville, Alabama. Quarterly visits to the CECOS main facilities at Port Hueneme, CA may be required on a case by case basis to present briefings on the status of the project. Other briefings may also be required at other U.S. Navy sites on rare occasion. Video and still camera shooting may be required at a variety of military sites, some of which may be outside the Continental United States. The contractor will be given adequate notice of any impending travel which may require extensive planning. 4.3 Travel and Training. 4.3.1 Travel: Actual expenses limited by the Government Travel Regulations and must be pre-approved by the CECOS PM. 4.3.2 Training. Actual expenses for cost of training must be pre-approved by the CECOS PM. 4.4 Privacy and Security 4.4.1 Clearances. All products/tools developed as a result of this project will be "Unclassified". 4.4.2 Privacy Act. Work on this project requires that personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations. 4.5 Personal Services. The client has determined that use of the GSA requirements contract to satisfy this requirement is in the best interest of the government, economic and other factors considered, and this task order is not being used to procure personal services prohibited by the Federal Acquisition Regulation (FAR) Part 37.104 titled "Personal services contract.? 4.6 Procedures for Payment. Billing and payment shall be accomplished in accordance with the contract. On-site labor hours will be certified monthly by the client representative. The contractor may invoice only for the hours, travel, and/or unique services ordered by GSA and actually used in the task order during the month. Such invoices must be accompanied by a copy of the applicable monthly progress report and the government's document(s) accepting the covered services.
