Description
This announcement constitutes a Sources Sought Synopsis. The following information is provided to assist the Naval Air Systems Command in conducting a Market Survey of Industry to determine potential interested sources who have the skills, experience, qualifications, and knowledge required to successfully provide LAU-7 missile launcher, associated hardware, engineering and production support services. The New LAU-7 missile launcher will have digital and analog capabilities with a high pressure pure air generator capability for the AIM-9 seeker cooling. The high-pressure pure air generator will be provided as government furnished equipment. The new LAU-7 will be built in accordance with LAU-7 Drawing Specifications Number 58A164901, and will include LAU-7 D/A digital launcher capability without the Nitrogen system, Specification Number 3740AS100, and LAU-7C/A high-pressure pure air generator (HiPPAG) launcher capability, Specification Number 3455AS100. The new launcher physical characteristics will remain the same as the legacy LAU-7 configuration currently in the fleet. Based on a review of industry response to this Sources Sought Synopsis, the Government will decide the appropriate acquisition strategy. Respondents can request a copy of the specifications from NAVAIR, PMA201C4, ATT: L. Woerner, 47123 Buse Road, IPT, BLG 2272, Rm. 447, Patuxent River, MD 20670 or at Lisa.Woerner@navy.mil. It is requested that interested businesses submit to the office a brief capabilities statement package (no more than 10 pages in length, single-space, 12 point font minimum) demonstrating their ability to provide the new LAU-7 missile launcher. This documentation shall address at a minimum, the following: (1) Prior/current corporate experience demonstrating understanding, through similar experience, of LAU-7 launchers for carriage and launch of missiles; (2) statement of prior/current experience that includes design verification, first article and qualification testing; (3) statement of prior/current experience with performing engineering analysis in support of flight clearance certification work such as: structural analysis, structural verification testing, reliability testing, environmental testing, EMI/EMV testing, safety testing, and flight testing; (4) experience with systems integration, manufacturing and delivering hardware; (5) company profile to include number of employees, Cage Code, DUNS number, NAICS Code and a statement regarding current small business status; (6) resources available such as corporate management, facilities and manning to be assigned to the project; (7) statement on whether your interest in this sources sought is to be the prime contractor or are you seeking subcontracting possibilities. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and issuance of a Request for Proposal including the use of any appropriate small business programs. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. This synopsis is for informational and planning purposes only and does not constitute a solicitation for bid or proposals, and is not to be construed as a commitment by the Government. The information provided herein is subject to change and in no way binds the Government to solicit for or award a competitive contract.
