Description
The BIA, Office of Indian Education Programs, Center for School Improvement, Albuquerque, New Mexico has a requirement for a contractor to perform FACE Kindergarten (K) to Third (3rd) Grade teacher and administrative training and services both at a national FACE training event and on-site technical school site assistance based on a compiled survey of 32 FACE sites. The contractor shall provide training that is school site specific in raising academic student achievement levels that could be measured through performance indicators for individual students and Adequate Yearly Progress. The qualifications of the expert provider shall meet or exceed the following: (1) Knowledge of the BIA, OIEP, FACE model, components, and settings from birth through Grade 3. (2) Knowledge of the seven (7 Goals of OIEP that address Goal 1: All students will meet or exceed academic proficiency levels in reading and/or language arts, and mathematics; Goal 4: All schools will enhance the professionalism of all staff to improve educational programs for student success through Certification in their respective areas, Comprehensive, systemic, and on-going professional development; Recruitment and retention of highly qualified educators; and Development of leadership using the Effective Schools Correlates; and, Goal 6: Each school will provide curriculum and instruction in Tribal languages and/or cultures as approved by the local school boards, including the other five goals. (3) Knowledge of early childhood, developmentally appropriate, best practices based on a child centered ?active learning,? approach. (4) Trainers/Consultants shall have demonstrated knowledge of preparing administrators/teachers in professional development that will raise the academic achievement level of English second level learners, bilingual students, etc. (5) Trainers/Consultants shall have three or more years of experience working with Bureau funded schools and the varied degrees of rural, isolated locations, etc. (6) Trainers/Consultants shall have a Masters degree, preferably a Doctorate in Education for professional development and leadership with experience in (7) Trainers/Consultants shall have the ability to understand varied levels of family literacy; and, defining and providing a climate of family involvement in the K-3rd grade component. (8) Trainers/Consultants shall demonstrate proven ability and knowledge of a variety of instructional approaches in BIA FACE program schools, including reading programs being utilized, i.e. Houghton Mifflin, McGraw Hill, Success For All, Scott Foresman, and recommending schools utilize scientifically research based reading programs. The period of performance shall be from date of award to June 30, 2005 with four option year periods. This requirement is unrestricted. This requirement is being solicited as a commercial item in accordance with FAR Part 12, Acquisition of Commercial Items; and, as a Request for Quotes in accordance with FAR Part 13.5, Test Program for Certain Commercial Items.
