Description
The Strategic Studies Institute (SSI), United Stated Army War College (USAWC) is soliciting cost sharing agreement proposals from distinguished academic institutions to co-sponsor/organize four each conferences over the next four years, supporting th e theme, Building Regional Security in the Western Hemisphere III. The SSI web site is http://www.carlisle.army.mil/ssi/index.html. SSI requires that the vendor be an internationally recognized academic institution that is a center of excellence for the particular topic and, thus, capable of assembling a unique body of leading experts in the field of international security studies who have particular expertise to bring to bear. This is a co-sponsored project with a cost-sharing agreement, whereby the con tractor also provides monetary or non-monetary resources. Additional commercial business co-sponsorship is prohibited. The USAWC SSI will provide funds of not more than $25,000.00 for each conference, and may provide a limited amount of non-monetary res ources (subject matter experts, editors etc??????) as part of the cost-sharing agreement. This contract amount is for direct costs only and not for overhead or profit/fee. The first conference will be held in February 2005 in Miami, to facilitate travel of participants from South America. The normal end products of an academic conference are research papers, mono-graphs or books published jointly by the Strategic Studies Institute (SSI) and the academic institution. The research products make recommenda tions on strategic issues and policies of importance to the Army. SSI publications are distributed to key leaders in the Army and Department of Defense, the military educational system, Congress, the media, other domestic and international think tanks and defense institutes, and major colleges and universities. These conferences allow SSI scholars and other Army personnel to interact with leading scholars, military and government officials who are influential in the field of study. The purpose of the con ferences is not only to produce publications that have inherent credibility but also to expose the scholars and military personnel at the War College to a diverse group of expert participants with whom they would not otherwise be able to interact. The Dir ector of Research, SSI shall approve all deliverable documents. The contractor will: 1. develop a mutually agreeable agenda and slate of speakers in collaboration with the Strategic Studies Institute; 2. schedule, confirm and reimburse speakers for travel , meals and honoraria; 3. select and organize an appropriate professional venue; 4. provide all the required sound, recording and audiovisual equipment for the symposium speakers and the lunch speaker. (overhead projector, computer and projector for Power Point presentations, microphones, and tape recording equipment); 5. record (either audio or video) the presentations and discussions that occur during the conference; 6. provide the tapes of the presentation to SSI no later than 15 days after the conferen ce; 7. collect and edit the biographies on all the symposium speakers/panelist/presenters; 8. print programs and participant name tags for the symposium; 9. develop an invitation list for the conference that will insure an appropriate number of knowledg eable and influential participants and incorporates additional names provided by the USAWC; 10. prepare and mail invitations to prospective attendees including those names contained on a list supplied by the USAWC; 11. collect and track all the RSVP??????s for the symposium and provide this information to USAWC upon request; 12. arrange for a block of rooms to be set aside at the government rate for government employees who will attend this conference. Lodging facilities should be in a convenient location near or at the conference venue; 13. organize and run a registration table at the symposium. This includes keeping track of who is present and who did not show and providing packets for all participants. The packets will include nametags for the individual, symposium program, and any additional handouts approved by USAWC; 14. provide to the USAWC a list of attendees copy of all materials presented at this symp osium and all computer diskettes within 15 days of the completion of the conference; and 15. Write a post conference publication. Deliver the outline within 5 days after the conference, provide a draft within 90 days thereafter and provide final galley p roofs within 10 days thereafter. This is a combined synopsis/solicitation. There are no further solicitation documents available. Send a letter of interest in co-sponsorship, qualifications statement and contact information to the Contracting Officer. A appropriate contract will be negotiated and selected from those qualified sources that respond.
