- UNICOR, Federal Prison Industries is soliciting proposals on a full and open competitive from potential suppliers who can provide tool sharpening services on various kinds, types and sizes of saw blades, cutters, router bits, drill bits, boring bits, paddle bits, hammer drills, keyhole bits, saw blades, jig saws, edge banders, phillip bits, etc... The solicitation will provide a full description of items each factory is requiring. Offeror must be able to provide re-tips on blades. UNICOR also intends to purchase blades as needed from the contracts awarded from this solicitation. The FOB destination points are to FCI Texarkana, TX and FCI Forrest City, AR. Two multiple awards are anticipated from this solicitation. A contract award for each location. Delivery orders will vary based upon the factory needs; a one week turn around is required on all orders issued. This is a request for proposal, negotiated-requirement type of solicitation, two awards are anticipated. The SOL Number is FN1197-04. Offerors are advised that the initial proposal should contain the offerors best terms from a cost or price and other factors specified in this solicitation. The Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The time for receipt of proposals is 14:00 PM (Eastern Standard Time), on July 22, 2004. Vendors may submit a signed and dated Federal Express, mailed, facsimile or hand carried proposal to UNICOR, Federal Prison Industries, Inc., (FPI), Material Management Branch, 400 First Street, NW, Washington, DC 20534, 7th Floor, Attn: Bid Custodian. All proposal must reference the solicitation number and due date for receipt of proposals. In addition to this, each proposal must contained the name, address, telephone number of offeror, technical description of item offered, any discount terms that are offered and the remittance address (if different from current mailing address). Offeror must hold unit prices firm in its offer for 90 calendar days from date specified for receipt. If offer is not submitted on a SF1449, submit on company letterhead with a statement specifying the extent of agreement with all terms, conditions, and provision included in the solicitation. All offers that fail to furnish required representations and certification or information and/or reject terms and conditions of the solicitation may be excluded from consideration. The Standard Industrial Classification Code is 7699 and the small business size standard is $5.0. the NACIS code is 811310. Description, quantity and unit of issue and item being solicited will be identified in the solicitation. Period of performance is one base year with two - one year option periods. Total contract years may result in a three year contract. Delivery terms is 5 days after receipt of a delivery order.
