Description
The Department of Commerce/National Oceanic and Atmospheric Administration intends to negotiate on a non-competitive basis with Global Insights, of Lexington MA. This requirement is for the renewal of software licenses and support services previously provided to the Bureau of Economic Analysis (BEA). The Contractor shall provide software licenses for up to 200 end users for its proprietary Advanced Retrieval and Economic Modeling System (AREMOS). AREMOS is a time series data management system developed and supported by Global Insight. The Contractor shall provide AREMOS software with facilities for time series management; time series manipulation and transformation; estimation and other statistical operations; graphics; report writing; model simulation; and programming for use on Microsoft Windows 2000 or later and suitable for use on a local area network. Other services include: (1)Software maintenance and upgrades;(2) Maintaining an AREMOS Applications Programming Interface (API)and supporting documentation;(3)Hotline services for answering end user questions; and(4)Beginning, intermediate and advanced level classroom training. Interested parties who believe that they can meet the Government?s requirement are requested to submit in writing an affirmative response demonstrating their technical capability. To be considered an affirmative response, all responses must include detailed technical information and other technical literature demonstrating the ability to meet the above requirements. In your response, you must address each of the items listed above in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirements. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written response must be received no later than fifteen days after publication of this synopsis. The solicitation for this requirement will be prepared in accordance with FAR Part 12 procedures. An Indefinite Quantity, Indefinite Delivery Contract with a twelve month base period and four twelve month options is contemplated. Responses may be emailed to Rubie.B.King@noaa.gov.
