MARKET VALUE: GS-13: $62,170 to $80,818 per annum. 6. PERIOD OF PERFORMANCE: two years. 7. PLACE OF PERFORMANCE: Colombo, Sri Lanka 8. JOB DESCRIPTION (TO INCLUDE EDUCATION, TRAINING, AND EXPERIENCE REQUIRED FOR POSITION): The Health and Humanitarian Assistance Program Manager serves as the principal advisor to the Mission in all facets of USAID Health and Humanitarian Assistance activities in Sri Lanka. The position is supervised by the Mission Director and involves participation and work on the Peace Dividend Team. I. Background: After 20 years, the island nation of Sri Lanka finds itself in transition: no longer in open, armed conflict with the LTTE but not yet able to enjoy the benefit of a successful reconciliation. USAID Sri Lanka's strategy for development is similarly undergoing change as the focus of individual programs shifts from working around conflict to working in a post conflict environment. The adjustment has given rise to several program management and Mission staffing issues which this personnel action is intended to address. Activities and reporting schedules and new dialogues initiated to identify appropriate responses to the ongoing peace process. USAID Sri Lanka's Humanitarian Assistance Program Manager whose duties and responsibilities are described below will have expanded responsibilities as a result of this transition. The authorized position level of USAID Mission to Sri Lanka is 40 positions to be carried out by 3 US DH, 6 USPSCs and 31 FSNs who are organized as follows: I - Mission Director¡¦ Office=4 (Includes 2 USDH, the Mission Director and a Program Officer and 2 FSNs.) II - Economic Growth Team =11 (with a USDH Supervisory GDO at Team Leader of 10 FSNs, including 4 USAEP staff). III - Peace Dividend Team=11 (Consisting of OTI=4 (2 USPSCs, 2 FSNs), DG=4 (4 FSNs) and Humanitarian Affairs=3 (1 USPSC-the position under this recruitment) and 2 FSNs). IV - Support Services Team = 14 (3FSNs in Financial Mgt., a USPSC EXO and 10 FSN support staff). Overview of Sri Lanka Health and Humanitarian Assistance Program: The Health and Humanitarian Program Manager will focus on monitoring and managing activities being implemented under Strategic Objective (SO), ¡§Improved social and economic integration of targeted disadvantaged groups,¡¨ of the Mission¡¦s Country Strategy for FY 2003-2007. USAID is concentrating on improving the sustainability and institutional capacity of Sri Lankan organizations to provide services for vulnerable groups. To these ends, USAID is helping selected vulnerable groups to access these services so that they will be able to lead more productive lives. These groups include civilian victims of war, orphans and displaced children, people at high risk of contracting infectious diseases, and those people most susceptible to natural disasters and injury. USAID¡¦s current Humanitarian Assistance portfolio includes: Disability Support: USAID is supporting programs that will train physical therapy assistants on wheelchair therapy at distribution centers. This program focuses on advocacy and employment activities and , importantly, on providing training and technical assistance on the production of prosthetics, orthotics and wheeled mobility devices, with added emphasis on assessment, prescription, fit, and post fit care needed by users. These activities are implemented by a USAID-funded organization with local partner organizations in Galle, Kandy, Tangalle, Jaffna, and Colombo. Support for Displaced Children and Orphans: The USAID is awarding a grant to fund psycho-social services to your children traumatized by war, conflict and other threats to children and your people including sexual abuse. This will entail child-centered play activities, preschools and week-end camps that will help children come to terms with the pressures and traumas associated with the conflict. Support for Torture Survivors: In the coming year USAID will assist qualified international non-governmental organizations to fund community-based services to improve the lives of persons affected by violence. HIV/AIDS: USAID will provided funding for technical assistance to build the HIV/AIDS NGO network and to conduct surveillance and monitor the HIV/AIDS Role in the Organization: The Mission Humanitarian Assistance Program Manager will have line responsibility in the Mission's organizational chart from which he/she will be expected to carry out the functions associated with the position of a USAID Program Manager. This will include but not be limited to advice and support in program design, identification, coordination, significant implementation responsibilities, promotion and reporting. At the outset, the Mission's HAP Manager will -- by virtue of extensive experience with other international donor agencies -- in the aforementioned areas be expected to contribute substantively to re-orienting the Mission's humanitarian assistance strategic objective in the emerging post conflict environment. Later as program funding becomes available, the HAP Manager will be expected to be assigned and take specific management and implementation responsibilities in any new program activities that are undertaken. II. Duties and Responsibilities: 1. Program Strategy Development: The USAID Sri Lanka Humanitarian Assistance Program Manager is expected to serve as a resource person in support of Mission management's effort to realign the health and humanitarian assistance portion of USAID Sri Lanka development assistance strategy. This will entail providing advice and counsel on the direction and content of a range of health-related activities as the Sri Lankan civil society, regional and national government moves toward peace. This will include a critical need for the incumbent to stay au courant of the health sector, establishing and maintaining contacts with existing and potential grantees and partners, conducting interviews, gathering data and information and reporting to Mission management. Periodically, specific responsibilities for program reporting to USAID/Washington such as the CBJ and the Annual Report will be assigned as well as serving as control officer for visiting VIPs. 2. Program Management and Implementation: The Mission's HAP Manager serves as the USAID certified Cognizant Technical Officer for USAID Sri Lanka's Strategic Objective covering, Improved Social and Economic Integration of Targeted Disadvantaged Groups. In consultation with Mission management, the incumbent will be responsible for managing USAID Sri Lanka's contractual and other relationships with its development partners in furtherance of the Mission's five program areas under the strategic objective, health, nutrition and child survival; humanitarian assistance; disability support; children and young people's security; and victims of violence. In addition to liaison with appropriate offices in the GSL, this will also entail close and productive working relationships with community-based organizations, local NGOs and international Private and Voluntary Organizations (PVO). 3. Mission Disaster Response: The incumbent serves as the point of contact for organizations, individuals and USAID disaster mitigation support personnel in the event of a disaster response. This will require conducting immediate assessments with GSL representatives and community-level organization as appropriate, maintaining and revising as necessary the Mission Disaster Response Plan and Early Warning System, coordinating the USG response (including the responsibility for disbursement of funds, procurement of emergency supplies and material, and their distribution) assisting in the reporting requirement and interacting with the Office of Foreign Disaster Assistance (USAID/OFDA) as appropriate. 4. Other Responsibilities: In general, the Mission's HAP Manager monitors the events impacting on the health and social services sector a result of Sri Lanka's post-conflict recovery. Given the broad nature and close working relationship expect of the HAP Manager's involvement with Mission management, repeated engagement with specific tasks related to the USAID programming cycle is expected and will form part of the incumbent¡¦s continuing duties and responsibilities. In addition to the following, other tasks will be assigned as necessary. ƒâ Represent USAID at meetings with donors on health and humanitarian assistance issues, and maintain a wide network of professional contacts with counterparts in donor and government organizations, NGO community, and the private sector of Sri Lanka on health and humanitarian assistance development issues. Meet regularly with donor and private sector programs, to coordinate assistance efforts and strengthen program collaboration. Participate in relevant donor working groups, and seek opportunities to leverage other donor assistance in support of USAID objectives. ƒâ Communicate program policies established by USAID in consultation with the U. S. Ambassador or his designee to senior GSL officials, US, international and Sri Lankan NGO officers, representatives of the Sri Lankan and U.S. private sector development and organizations, and other donors. In consultation with the U.S. Embassy, meet with Sri Lankan officials to discuss USAID supported health and humanitarian assistance activities and any issues affecting program implementation. ƒâ In consultation with the Peace Dividend Team, guide and focus USAID¡¦s health and humanitarian assistance program and identify opportunities for program adjustments or new activities as the program develops. ƒâ Provide technical and administrative oversight for USAID¡¦s health and humanitarian assistance program. ƒâ Work closely with the U.S. Ambassador in Colombo and other appropriate members of the U.S. Embassy country team, and participate in discussions and decisions regarding USG-funded health and humanitarian assistance program in Sri Lanka. ƒâ Work with the USAID/W to develop a Performance Monitoring Plan that meets Agency standards and enables tracking program activities and results against program objectives. ƒâ Report regularly to the Mission Director on USAID funded activities, program progress, impact and implementation problems; report regularly to at USAID/W regarding the respective programs¡¦ progress, impact and implementation issues. ƒâ Prepare all program documents including annual performance reports, budget plans for the program, and contribute information on USAID¡¦s health and humanitarian programs to the Mission Performance Plan. ƒâ Ensure that all USAID operational policies and regulations are clearly communicated and adhered to by all USAID-funded contractors and grantees. ƒâ Contribute to a well-managed Mission through leadership, active participation and supervision of local staff that support implementation of health and humanitarian assistance programs. III. Work Objectives and Performance Measures: At least once during each twelve-month cycle for the duration of the contract, the Mission's HAP Manager will, in close consultation with Mission management, establish the basis upon which performance will be based. Once agreed upon, these Work Objectives and Performance Measures will be reviewed at least semi-annually and more often as necessary, and revised to reflect changing circumstances. An evaluation of the incumbent will be completed annually and will serve as the basis of any personnel actions as appropriate. IV. Period of Performance: A five-day work week is authorized. Overtime is not authorized although eligibility for compensatory time is in accordance with USAID provisions on time and attendance. Supervision/Oversight over Others: This is a designated supervisory position. The incumbent will supervise one full-time Foreign Service National Personal Services Contract (FSNPSC) employee and a Program Development Assistant for Health and Humanitarian Assistance. V. Qualifications: This is a mid-level position that requires a unique combination of high-level technical, analytical, and managerial ability combined with effective public diplomacy skills. A minimum of four years progressively more responsible experience in international humanitarian assistance, disaster relief and/or conflict management programs. Prior employment with community-level, field-oriented, international donor organizations would be highly desirable. An academic background and post graduate courses and training in subjects related to international development, public health services administration and management, sociology, would demonstrate continuing commitment to learning and staying abreast of current issues in the dynamic field of international humanitarian assistance. A practical, working knowledge of donor assistance operations and programs would be helpful. VI. Evaluation Criteria: Applicants will be evaluated against the following criteria: Education: 20 points Masters Degree in development studies with a focus on humanitarian assistance, public health or a related degree is required. Experience: 45 points At least four years of appropriate development experience with increasingly responsible project management, project design, project development, and supervisory experience is essential. The candidate must have prior management and supervisory experience in a position of similar complexity. Knowledge of implementation of contracts and contract management is essential, and experience or certification as a Cognizant Technical Officer (CTO) is a distinct advantage. At least two years of practical experience in the humanitarian assistance sector is required, preferably in the Asian or South Asian region. Skills: 30 points Demonstrated analytical skills are required. Candidates who pass the initial review by the selection committee and are notified shall then be required to submit a document they have prepared, of no more than five (5) pages in length, on a subject relevant to humanitarian assistance. Experience in a leadership position in a team environment and ability to work in a collegial and persuasive fashion is required. Proven ability to develop good working relationships with a wide range of individuals including members of the country team, ministerial-level officials in the Government of Sri Lanka, the heads of other donor agencies, leaders of the NGO community and other high-level dignitaries is required. Language: 5 points Excellent English communication skills, both orally and in writing, are required. Additional Requirements: Must be able to obtain medical and security clearances. U.S. nationality is also a requirement. Final contractor selection is subject to approval by the Mission Director, and the availability of funds. The final compensation package is subject to negotiation with USAID.
