Description
Purpose The House of Representatives is interested in acquiring the services of a contractor to provide vendor-neutral requirements analysis in the development of detailed documents necessary for a solicitation for the implementation of House "live streaming" or "webcasting" services from each of the 19 committee hearing rooms." The successful offeror shall provide comprehensive services and staff to encompass all aspects of the project. Background The Chief Administrative Officer (CAO) is one of three officers of the U.S. House of Representatives along with the Office of the Clerk and the Sergeant at Arms. The officers, together with the Architect of the Capitol and other House offices, jointly provide a foundation of services to facilitate the work activities of the House, its Members, and staff. The current CAO organization consists of an immediate office and five divisions: Finance, House Information Resources (HIR), Human Resources (HR), Office of Procurement (OP), and House Support Services (HSS). As part of the HSS organization, the House Recording Studio (HRS) is the central location where all audio and video feeds from committee hearing rooms are received and broadcast on the House Cable TV System. In addition, HRS provides: - A House Recording Studio facility to record video and audio programs for distribution to their constituents, and - A Closed Captioned National Television Standard Committee (NTSC) broadcast quality signal of House floor proceedings to House community offices via an internal cable TV system and to external consumers through media hubs using the House Floor Coverage (HFC) facility. The House Recording Studio facility began operations in 1956 and began capturing audio and video signals to broadcast on the House Cable TV System in 2001. At this time, each committee is responsible for contracting webcasting services independently. It is the desire of the House to uniformly perform all webcasting services.
