Description

This is a combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is issued in accordance with FAR Part 12. This procurement is a 100% set-aside for SERVICE DISABLED VETERAN-OWNED SMALL BUSINESS CONCERN. Definitions as used in this provision: "Service Disabled Veteran-Owned Small Business Concern"-(1) Means a small business concern-(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service disabled veterans; and (ii) The management and daily business operations of which are controlled by one or more service disabled veterans or; in the case of a veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. (2) Service-disabled veteran means a veteran, as defined in 38 USC 101(2) with a disability that is service connected as defined in 38 USC 101(16). The NAICS Code for this requirement is 423430. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-21. The Defense Threat Reduction Agency (DTRA) intends to award a Firm-Fixed-Price contract to procure Life-cycle replacements for two of the agency's UNIX Web servers. The solicitation contains the following: Item 1) SUN Microsystems PN: A37-WSPF4-16GRB-IP, (19" rack mountable SUN Fire V480 Server:4-1.2 GHz ULTRASPARC III processors); quantity: 2; Item 2) SUN Microsystems PN: X311L (power cord), quantity: 4; Item 3) SUN Microsystems PN: W9D-A37-1S (1 yr, 24r, 4hr on-site response, Mon.-Fri., support for Sun Fire V480, quantity: 2; Item 4) SUN Microsystems, PN: XTA3310R01A1R365, Sun StorEdge 3310 SCSI array rack ready, Standard Configuration, Quantity: 2. PROVIDER MUST BE A SUN AUTHORIZED GOVERNMENT SYSTEM PROVIDER. The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with the quote. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation. The following technical factors shall be used to evaluate offers, not listed in order of precedence: (1) Adherence to the required items; (2) Meet the delivery date of 30 days after receipt of order (ARO), of all components; and (3) lowest price. All questions regarding this solicitation must be submitted in writing and must reference the solicitation number. All quotes must be received in this office by 12:00 p.m. EST on 30 June 2004, addressed to the Attention of Mr. Travis J. Brown and reference the solicitation number.
