- Description
- NASA/GRC intends to purchase the Desulfurization of Strategic Fuels from Engelhard Corporation. Engelhard Corporation has submitted an unsolicited research proposal that demonstrates a unique and innovative concept to desulphur logistics fuels for aircraft fuel cell power generation using materials submitted for patents and oxidation technology unique to Engelhard Corporation which is not otherwise available to the Government and which does not resemble the substance of any previous published agency requirement or current pending competitive acquisition. NASA/GRC intends to purchase the Desulfurization of Strategic Fuels from Englehard Corporation, Iselin, New Jersey, 08830, using 10 U.S.C.2304(c)(1)and Federal Acquisition Regulation (FAR)6.302-1 "Only one responsible source and no other supplies or services will satisy agency requirements." As Englehard Corporation has submitted an unsolicited research proposal that demonstrates a unique and innovative concept using proprietary technology available only from Englehard Corporation. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 9, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
