Description
The Federal GENERAL SERVICES ADMIINISTRATION, GSA is advertising to obtain indications of interest by parties who can build the following described space, available for possible leasing to the Government GSA SEEKS OWNERS OR AGENTS TO OFFER A NEWLY CONSTRUCTED BUILDING OF 12,000 TO 14,000 RENTABLE SQUARE FEETOF FIRST CLASS OFFICE SPACE, 2,000 FEET OF WAREHOUSE SPACE LOCATED IN OR ADJACENT TO THE OFFICE SPACE AND 63 PAVED PARKING SPACES, FAIRBANKS, ALASKA. AMOUNT OF SPACE: Approximately 12,000 net useable square feet of first class office space, designed and built for office use, with floor dimensions to follow efficient layout of the space, to be improved with the following: conference room; server room; break room with sink; counter and cupboards; curatorial lab-work area and storage area with humidity control and special HVAC, ceiling high interior partitions on a ratio of one linear foot for every 15 square feet of space, six data/telephone jacks per 100 SF with horizontal wiring CAT 6, vertical wiring to be single mode fiber, and one fourplex isolated ground electrical outlet per 100 square feet of space. The 2,000 SF warehouse/storage facility can be part of the office building or adjacent to and connected to it with one 12 foot high, 10 foot wide overhead door, space heaters and 5,000 SF gravel and fenced wareyard. This project requires paved parking spaces with headbolt heating connections to meet the greatest code requirements for office zoning BUT NOT LESS THAN 63 parking spaces, including 8 official vehicle parking spaces, and 5 customer spaces. This applies regardless of the zoning. The successful offeror should be prepared to build a steel frame building with concrete floors, and with exterior walls of metal framing with stone, brick, or ceramic tile panels and feature continuous bands of insulated windows. The building shall meet Design Build Narrative to be included in the Solicitation for Offers, SFO, to ensure similar quality in all buildings offered. The building has to meet new Federal security guidelines, requiring it to be setback 50 feet from any public street and to have all public parking at least 50 feet from the building, and includes having blast resistant film on all windows. LOCATION: On a properly zoned site along either side of the following streets: 1. University Avenue, (including its extension as Farmers Loop.) from Ballaine to Airport Way. 2. Geist from University to Mitchell Expressway. 3. College from University to Danby. The agency specified this area to be as close to the University of Alaska as possible. TERMS: Fifteen (15) years firm, with one five-year option to renew at the discretion of the Government. Offers will be evaluated on the basis of the present value of the basic term plus the renewal option. Space is to be fully serviced including daily janitorial, all utilities, snow removal, taxes, insurance and maintenance. The SFO will offer an operating cost escalator tied to the Cost of Living Index for the operating costs and a pass through tax clause for increases in real estate taxes above the base year which will be the first the facility is 100% assessed. OCCUPANCY REQUIRED: Existing space, preference if available by May 15, 2005, or within 255 days of award, whichever date is later. Lessor should be prepared to secure foundation and site development permits as soon as possible after award to allow the foundations to be poured before the ground freezes so that the building structure enclosure and finishing can proceed during the winter. OWNERS/AGENTS: Interested parties should contact this office at the following address by July 12, 2004, regarding suitable sites accompanied by a location map, proposed site plan, and a tentative elevation with exterior materials listed. Properties offered will be reviewed on a market survey the week of July 19, and a SFO will be given to those who meet the Government?s minimum requirements. Firm offers based on the SFO will be required by August 23, 2004, with award on or before September 1, 2004.
