Description
THIS REQUEST FOR INFORMATION IS ISSUED FOR SECURITY INDUSTRY COMMENT ON THE ATTACHED PARTIALLY COMPLETED STATEMENT OF WORK. IT IS ALSO A SOURCES-SOUGHT REQUEST. This announcement is issued for informational and planning purposes only. This Request for Information (RFI) is not a Request for Proposals (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately to award a contract on the basis of this RFI or otherwise pay for the information solicited. Responses to the RFI will not serve as proposals, bids, or offers, which could be accepted by the Government to form a binding contract. Sources Sought: The Bureau of Public Debt on behalf of the Department of Treasury?s Franchise Fund Member FedSource is hereby seeking sources which can provide the services defined in the attached partially completed statement of work. All size categories of businesses including those qualified for set asides are invited to respond. The objective of this RFI is to obtain technical capability statements from interested parties capable of performing these functions by providing information on key staff experience, a description of corporate experience and a description of primary services provided to government or commercial customers, as well as the NAICS code(s) for the services. All interested parties are hereby invited to submit a technical capability statement of no more than ten pages to illustrate technical capabilities. The capability statement responses must include the annual dollar volume of business conducted in each category of service in which capability is expressed. In addition to information provided by your technical capability statements, provide a total of five present and past performance references of similar contracts that have been completed in the past five years. Reference should include a current point of contact with valid phone number for both contractual and technical disciplines, a brief statement of the scope of work, contract duration and the total dollar amount. No page limit on present and past performance information. Responders should identify any information they consider to be sensitive or proprietary. Teaming arrangements, subcontracting and mentor prot?g? programs are encouraged. Industry Comment: Responses are requested to the following questions that pertain to the Security/Safety Services Statement of Work which is only partially completed. No evaluation criteria have yet been developed. A complete statement of work will be issued with the solicitation. 1. Is the separation of service category I from categories II and III as stated on pages 1 & 2 an appropriate requirement Are the conflict of interest provisions clear? 2. Are there small/disadvantaged businesses available to provide Category I, III, and V services on a nationwide basis? If not national, on what geographic coverage basis? 3. Does the maximum geographic coverage level for Categories II thru VI need to be less than national? If so, what is a prudent definition of geographic coverage? 4. Are there companies that have the capability to provide services for Categories II thru VI? Or do we need to allow contractors to submit proposals for a single Category of Service? 5. Considering the complexity of several of the Categories of Service, should we allow contractors to submit proposals for one or more Sub-categories of service? If so, for which Categories and Sub-categories of service? 6. Are the various skill category descriptions adequate? 7. Are there specific security related certifications that we should include? If so, describe the certifications and the circumstances for which they are required and the skill descriptions to which they apply? 8. Are there businesses capable of providing Sub-category of service IIg., Translation Services In answering this question, please list the range of foreign languages that can be covered. No additional information is available at this time. In your response, please reference RFI-FSS-1. Responses submitted will assist the Government in their market research in determining the availability of commercial sources and the acquisition strategy in terms of set-aside requirements. In order for FedSource to assess set-aside possibilities, interested parties shall also include a cover letter that includes company name, points of contact, telephone numbers, fax numbers, e-mail addresses for points of contact, prime or sub-contractor interest, and identifies the company as one or more of the followings: 1) small business; 2) 8(a) business; 3) HUBZone small business; 4) small disadvantaged business; 5) woman-owned small business; (6) veteran-owned small business; (7) service-disabled veteran-owned small business, or (8) large business. Interested parties are requested to submit responses electronically to Tim Wilson at franchiseprocurement@bpd.treas.gov by 10 A.M. EDST on July 9, 2004.
