Description
This acquisition is for Joint Task Force Civil Support (JTF-CS), USNORTHCOM, headquartered at Fort Monroe, VA. The purpose of JTF-CS is to save lives, prevent injury and provide temporary critical life support. JTF-CS is the only DoD unit dedicate d solely to planning for and providing command and control (C2) of DoD forces responding to a domestic CBRNE incident. JTF-CS?????? areas of responsibility (AOR) consists of: USNORTHCOM AOR, Continental United States, Alaska, the Commonwealth iof Puerto Rico, and the U.S. Virgin Islands. US Pacific Command (USPACOM) AOR, Hawaii, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands. When directed by CDRUSNORTHCOM, JTF-CS deploys to an incident site under the OPCON of Commander, USP ACOM to support CBRNE CM operations. The contractor will be expected to plan and integrate support to the designated Lead Federal Agency (LFA) for domestic Chemical, Biological, Radiological, Nuclear, and High Yield Exposive (CBRNE) Consequence Management (CM) operations. The general areas to be supported for the duration of the contract include, but are not limited to: Provide C2 of designated DoD CBRNE CM forces in support of a LFA. Conduct contingency planning with federal departments and agencies, i ncluding deliberate planning in support of designated National Special Security Events (NSSEs). Conduct operational liaison activities with federal, state and local departments and agencies to gain and maintain situational awareness. Conduct CBRNE CM tra ining and exercises with DoD forces, and with other federal, state and local departments and agencies identified to conduct CBRNE CM operations. Organize and provide CBRNE CM planning augmentation and technical support as directed to other CBRNE CM headqu arters. Operate unclassified and classified Command, Control, Communication, Computer, and Intelligence systems (C4I) to enable Commander, JTF-CS to exercise C2 over designated DoD forces. Review and develop joint doctrine for domestic CBRNE CM operation s. The principal place of performance will be JTF-CS Headquarters at Fort Monroe, Virginia. The contractor may be required to travel to other places within the JTF-CS AOR to support JTF-CS training exercises, and/or in response to a CBRNE incident. The Government anticipates the award of one (1) contract under full and open competition. This contract will be awarded as a Cost Reimbursement (Travel and Materials/Supplies only) with Fixed Price Labor Categories. The contract is planned to be awarded for a one-year base period of performance with the potential for 14 one-year option periods. The Government does not intend to limit either the number or types of teaming arrangements entered into by the potential offerors. Further, we do not intend to impose any restrictions on team membership after award. In order to be considered for award, all contractor personnel must possess, and maintain, a SECRET security clearance. Certain contractor personnel may be required to access, view, possess, process and/or use TOP SECRET and TOP SECRET/Sensitive Compartmen ted Information and therefore must possess, and maintain, TOP SECRET and/or TOP SECRET/Special Compartmented Information (TS/SCI) security clearances. It is anticipated that this acquisition will preclude foreign participation at both the prime and subcontract level. The Draft RFP W9113M-04-R-0013 is scheduled to be released on or about 6 July 2004. Comments from Industry will be expected on or before 20 July 2004. The final RFP is expected to be released on or about 17 August 2004. All acquisition information, when released, will be available at the JTF-CS Website, www.smdc.army.mil/contracts/jtfcs.html. . NO PAPER COPIES OF THE DRFP OR THE RFP WILL BE PROVIDED NOR IS A MAILING LIST BEING MAINTAINED FOR THIS ACQUISITION.
