Description
The Drug Enforcement Administration (DEA) intends to award a sole source purchase order to Network Parking Company for Twenty-Four (24) parking spaces in Pittsburgh, PA in accordance with the terms and conditions and specifications set forth herein: (1) The requirement is for the lease of twenty-four (24) parking spaces for the Pittsburgh District Office in a private, secured, indoor parking garage. The period of performance is October 1, 2004 through September 30, 2005. (2) The parking garage shall allow self-parking only. All vehicles are to be parked by DEA employees driving the Official Government Vehicles (OGVs). Attendant parking is prohibited. (3) The parking garage must be opened for business twenty-four (24) hours a day, seven (7) days a week with unlimited ingress and egress. (4) The parking garage shall provide consecutively marked parking spaces in a private area within the parking facility for the nineteen vehicles. At no time, including holidays, shall the general public have access to the parking spaces provided to the DEA. (5) The parking facility attendants shall not be allowed to park the OGVs or keep sets of keys for the OGVs. (6) The parking garage must be within a two-block radius of the Federal Building located at 1328 Federal Building, 1000 Liberty Avenue, Pittsburgh, PA 15222. (7) The Contractor shall provide a secured parking garage. (8) The Contractor shall provide a facility that is well lighted throughout, including stairwells, entrances, and all areas accessible to DEA personnel. (9) The delineated area must not be identified as the Drug Enforcement Administration. (10) Each parking space shall be large enough to accommodate a ?full-size? sedan, or a ?full-sized? van. For purposes of this contract, ?full-sized denotes cars and vans that weight within the range of 3,900 pounds to 5,400 pounds total. The proposed purchase order is for services for which the Government intends to solicit and negotiate with Networking Parking under authority 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1. Justification for Other Than Full and Open Competition has been justified, certified and approved for Network Parking. Any firms desiring consideration must fully identify their capabilities to perform. The North American Industry Classification System (NAICS) Code is 531312. The small business size is $1.5 million. The acquisition will be conducted though the Federal Acquisition Regulation (FAR) Part 13 ?Simplified Acquisition Procedures?. All respondents will be considered by this agency. Response must be in writing and submitted to the contracting official listed above, fifteen (15) calendar days after publication of this notice. This requirement is being solicited on a sole source basis. No solicitation is available. See Note 22.
