- 17. The Jefferson Labs, NCTR intends to purchase on a sole source bases, an upgraded public address or emergency warning system from SAFER Services, 8927 West Tucannon Ave. Suite 201, Kennewick, WA 99336. The requirement will be to install replacement outdoor sirens and indoor Tone Alert Radios in Grant and Jefferson Counties. The successful contractor must be familiar with the requirements of the Office of Emergency Management for Jefferson and Grant Counties. THIS NOTICE IS A COMBINED SYNOPSIS AND SOLICITATION FOR COMMERCIAL ITEMS IN ACCORDANCE WITH THE FORMAT OUTLINED IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation is issued as Request for Quotation number R-1001-00-4. Quotations are due fourteen (14) days from the publication date of this synopsis or July 7, 2004. Quotations shall be submitted in writing to DHHS/FDA/Jefferson Laboratories, National Center for Toxicological Research, 3900 NCTR Road, Jefferson, AR 72079; ATTN: Patsy Scott or by facsimile to (870) 543-7990; e-mail pscott@nctr.fda.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION THAT WILL BE ISSUED; QUOTES ARE REQUESTED BASED ON THIS NOTICE ONLY, A WRITTEN SOLICITATION WILL NOT BE ISSUESD. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-22, dated April 5, 2004. This solicitation is a small business set aside. The North American Industry Classification System (NAICS)code is 541330 with a size standard of $4.0. THE FOLLOWING FAR PROVISION IS INCORPORATED BY REFERENCE AND APPLIES TO THIS ACQUISITION: 52.212-1 Instructions to Offerors ? Commercial Items (JAN 2004). The following FAR clauses are incorporated by reference and applies to this acquisition: 52.212-4, Contract Terms and Conditions ?
