- Description
- The purpose of the solicitation will be the award of contracts to multiple offerors for design and multi-discipline construction work at various U.S. Coast Guard Facilities in Washington/Oregon and California. We anticipate awarding two IDIQ contracts to a minimum of 3-5 contactors. One IDIQ each for 2 areas - Washington/Oregon (Coast Guard District 13) and California (Coast Guard District 11). A ?design/build seed project? at Coast Guard Station Siuslaw River, Florence, Oregon will be the basis for evaluation and will be simultaneously awarded via delivery order (DO) to the contractor receiving the best overall rating with respect solicitation criteria. All awardees will receive minimum annual payments; dollar amount and restrictions will be stated in the solicitation. It is anticipated that up to $10,000,000 annually may be allocated to each of the IDIQ-MACC contracts. The estimated cost of this procurement (CONSTRUCTION BID ONLY); Station Siuslaw River Main Building Rehab, Florence, Oregon (seed project); is between $100,000 and $250,000. Performance period is 180 calendar days after receipt of delivery order (DO). The applicable NAICS code is 236220. This project is 100% Small Business Set-aside. Size standard is $28.5 million. Any amendments issued to this solicitation will be posted solely on this website. This solicitation can be downloaded from (http://www.eps.gov/) on approximately July 9th, 2004. If it does not appear on that date, please check back daily. A pre-proposal meeting at Civil Engineering Unit Oakland is planned. More definite information concerning the meeting (date/time/points of contact) will be included in the solicitation. The date set for receipt of offers is approximately August 12th, 2004. This date is estimated and may change. For security reasons all Coast Guard Drawings are available through the Federal Technical Data Solution (FedTeDS) which will have a separate link on the FedBizOps webpage identified as Technical Data Package. Offerors will need to register with FedTeDS and receive a user name and password to be able to download Coast Guard Drawings. ATTENTION: Minority, Women-Owned and Disadvantaged Business Enterprises (DBE's) The Department of Transportation (DOT), offers working capital financing and bonding assistance for transportation related contracts. DOT's Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000. DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $500,000.00 with interest at the prime rate.
