- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. THIS IS A SOLE SOURCE PROCUREMENT NOTICE 1. CONTRACT INFORMATION: The U.S. Army Corps of Engineers, Nashville District, intends to award a Sole-Source Contract for a Satellite Communications System at Laurel Power Plant, Jamestown, KY to Foundation Telecommunications, Inc. The North American I ndustry Classification System ( NAICS) code is 517410 with a size standard of $12.5 Million. FedBizOpps numbered Notes 1 and 22 apply. Any resultant contract shall be a firm fixed priced contract. Any firms believing that they can provide this or equal sy stem may submit a written response with information about their product to be received at the Contracting Office no later than 7 Jun 04 after the date of publication of this notice. The response must clearly show capability of their system to replicate the results of the testing and evaluation of the Foundation Telecommunications system by the USACE Engineer Reasearch and Development Center, in terms of signal transmission time, reliability in adverse weather, and encryption capability. 2. PROJECT INFORMATI ON: The District is seeking a system with multichannel, digital capability for Laurel Power Plant. Capabilities include ability to send 4 channels of pan, tilt, zoom video;and 2 channels of DES3 encrypted SCADA. System will include dish antennas, mounts, cable, routers, and all necessary appurtances for full functionality. The contractor shall be responsible for the installation and optimization of the system and for the provision and installation of the related support equipment.
