- “This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command.” This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-04-Q-3811. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-04. This is 100% set-aside for small business. Size standard is 750 employees. NUWC Division Newport intends to purchase the following items: Xenex Integradar XIR2000, quantity 3 each; Xenex Antenna Control Module w/Power Supply and Interface Cable (for Master Configuration of XIR2000), quantity 3 each; Automatic Radar Plotting Aid (ARPA) DLL Per User License, quantity 3 each; Furuno 6KW M-1942MK2 with 4’ Open Array Antenna with 10 Meter Antenna Cable, quantity 3 each and shipping. Required delivery is 2 to 4 weeks after award, F.O.B. Destination Naval Station Newport; Newport, RI. It is expected to place a purchase order on a sole source basis with Xenex Navigation Inc., North Vancouver, BC, Canada. They are the only known source for these items because it is the only Radar System available to meet the electrical and physical size requirements needed as part of the Core System Spiral 2. All other timely offers will be considered. Offers for other products must contain complete product information and prices. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. A completed copy of FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items must be submitted with quote. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply.
