Description
This announcement constitutes a Sources Sought Notice. The U.S. Coast Guard (USCG) has a requirement to outfit approximately 200 cutters and boats with an Electronic Chart System (ECS). The Coast Guard will be loading ECS software onto government-owned laptop computers with a capability of processing Differential Global Positioning System (DGPS) signals fed into the laptops from an external DGPS receiver via a RS232 serial connection. The ECS software shall meet requirements for a “class 1” vessel ECS as defined in Radio Technical Commission for Maritime Services (RTCM) Recommended Standards for Electronic Chart Systems (ECS), Version 3.0 (paper 100-2002/SC109-STD) dated August 26, 2002. However, the hardware requirements addressed in the following sections of the recommended RTCM Standards are excepted: (1) 3.1 Compliance with IEC 60945; (2) 3.2.1 Diagnostics associated with hardware components; (3) 3.3 Power source; (4) 6.2.5 Interruption of primary power; and (5) 9.1 Color display. [NOTE: The exception for a color display is for the provision of a physical color monitor only. The ECS software must provide support for a color display, including addressing the requirements of section 9 for clear visibility in the conditions of light normally experienced on a vessel by day and by night, and the additional display-related requirements in sections 9.1.1 thru 9.1.4 and 10.] The system shall be capable of displaying Automatic Identification System (AIS) data fed into the laptop from a Class A Universal shipborne AIS meeting International Standard IEC 61993-2 via an RS232 serial connection. The ECS software shall, at a minimum, be capable of displaying the AIS messages 1,2,3,5,18, and 19 described in International Telecommunication Union (ITU) Recommendation ITU-R M.1371-1. The ECS software shall be capable of creating routes from a series of Waypoint Location (WPL) sentences defined in National Marine Electronics Association (NMEA) 0183 standard. These WPL sentences will be contained in an ASCII file stored on removable media supported by the laptop. The ECS software shall be capable of creating Search and Rescue (SAR) routes (i.e. patterns) given user defined input such as: type of search, starting point, track spacing, and direction of first turn. These and other SAR parameters are defined in IAMSAR, International Aeronautical and Maritime Search and Rescue Manual: http://www.uscg.mil/hq/g-o/g-opr/manuals.htm - IAMSAR. The ECS software shall have the capability to export comma-delineated data required for marking Aids To Navigation (ATON). The ECS software shall provide the capability for users to mark and update position information for ATON, and the capability to update basic attribute data (e.g., time, position, fix quality, Horizontal Delusion of Precision (HDOP), depth, buoy type, buoy color, river gauge, river stage, pool elevation) required for electronic charting of ATON data. This information also supports production of Inland Electronic Navigation Charts (IENC) and distribution of Short Range Aids to Navigation (SRAN) data updates for use with IENCs. The ECS software shall support the following ECS Databases: (1) Electronic Navigational Chart (ENC) produced by National Oceanic Atmospheric Administration (NOAA) in IHO S-57 format, currently distributed by MAPTECH under contract to the Coast Guard or available via NOAA website; (2) Inland ENC produced by the Army Corps of Engineers in IHO S-57 format (according to the IENC Content Specification modifying the "best-fit" of S-57 object and attribute classes as necessary to describe river information). [NOTE: This Content Specification differs from the Product Specification for Inland ECDIS issued as Appendix B to the UN Economic Commission for Europe Inland ECDIS Standard.]; (3) Raster Navigational Chart (RNC) currently produced by MAPTECH in BSB format according to IHO S-61 and MAPTECH product specification versions 3 and 5, and distributed under contract to the Coast Guard; and (4) RNC ECS Databases produced by the UKHO in HCRF according to IHO S-61 and distributed through the Admiralty Raster Chart Service (ARCS). The Coast Guard seeks to identify a commercial off the shelf (COTS) product that meets the requirements as specified herein. All responsible sources may respond to this synopsis and shall be considered by the Coast Guard. Information provided by responsible sources shall not constitute a proposal and no award will be made from this notice. The Government does not intend to pay for the information received. Any interested sources shall submit a technical capability statement, a catalog price list, and product literature.
