Description
The U.S. Department of Commerce, NOAA, National Marine Fisheries Service (NMFS) Southeast Fisheries Science Center, Miami, FL intend to contract (base plus 2 options years) with the University of Florida Archie Carr Center for Sea Turtle Research for evaluating the role of green turtles in their ecosystems and development of ecopath models for the Caribbean Seagrass and the Hawaiian Algal Ecosystems with Ecosim (EwE) software. The models will evaluate the population level of green turtles needed to fulfill their ecological function and restore healthy seagrass ecosystems. The primary herbivore in seagrass ecosystems is the green turtle. The Archie Carr Center for Sea Turtle Research (ACCSTR) at the University of Florida has the only data bases on green turtle-seagrass interactions that will allow for the development of the EwE model. The unique datasets at the ACCSTR include a 30-year database on the nutritional ecology, growth, and demography of a wild population of green turtles feeding on seagrasses. The government knows of no other qualified source. The intended procurement is for services for which the Government intends to acquire from one source under the authority of 41USC253©(1). Any business sources able to provide the specific item referenced, are encouraged to respond to this announcement within 15 day after it’s publication. Interested firms should submit in writing, their name, address, point of contact, telephone number, business size and a brief statement regarding their capability and qualifications to provide the services specificed. This acquisition is being conducted pursuant to the quidelines set forth in FAR Part 13. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
