Description
MODIFICATION: The sources sought dated 17 Jun 04 is modified to include the following: DCC-W is seeking capabilities from firms to determine levels of competition and subcontracting goals. Firms capability statement should be as complete a package as possible by specifying services/products that can be provided and including your resource capabilities as well. Capability package should demonstrate firm's ability to perform the specific tasks that are being requested in the Statement of Work. In a ddition, the Government will evaluate proposals and make a Trade-Off/Best Value selection in accordance with following criteria (in descending order of relative importance): Factor 1: Demonstrate technical understanding of work and capabilities for perfor ming tasks and services and providing data as identified in the SOW. Discuss management plan, tasks performances, methodology and technology components, and time frames for completion of work. Factor 2: Demonstrated ability to provide required data for up to 500 continental US locations within the delivery times of the SOW and for the required time period. Identify Project Team and demonstrate sufficient, qualified personnel and other resources (provide resumes), staffing time allocations, subcontracti ng arrangements, etc., to demonstrate or support the contractor’s ability to provide the required data. Factor 3: Firm’s prior experience and performance in providing similar services/data to those identified in the SOW. Factor 4: Price --- A lthough price is a substantial consideration, it is less important than technical considerations and ability to provide the data with-in the given time constraints and with the correct time period. All evaluation factors other than cost or price, when com bined, are significantly more important than cost or price. The response time and date remains unchanged.
