Description
The synopsis posted 13 May 2004, for Solicitation FA4819-04-R-4004 is here by amended to read as follows: Cable television providers must have a franchise, license, and base access letter in order to provide service (including satellite dish service but not including digital access where no cabling is required) to any location on Tyndall AFB including military family housing and dormitories. Tyndall AFB intends to grant non-exclusive franchises, licenses, and access letter to interested offerors meeting the requirements to provide cable/satellite television services anywhere on Tyndall AFB. In addition, Tyndall AFB intends to award a subscription contract to provide cable television system for government facilities on Tyndall AFB, Florida as follows: Provide all personnel, equipment, tools, materials, supervision, and other items necessary to construct, install, operate, and maintain a cable television system on Tyndall AFB, Florida. The existing cable conduit is government-owned, however, the infrastructure and network are not owned by the Government. Programming will be provided 24hr/day 7 days a week. A government-furnished on-base business office must be manned daily by the contractor and adequately staffed to transact all necessary business, including payment of bills, during regular business hours. Cable television is currently provided to the base hospital, 855 billeting buildings, an estimated 1370 residents and dormitories, and 250 miscellaneous appropriated outlets for a total of 2475 outlets. The cable system shall be capable of providing service to various buildings located on Tyndall. This requirement includes a basic tier of service which will include all services required by the rules of the Federal Communications Commission and any other federal law or regulation, public access channels, educational access channels, and governmental access channels, the retransmission of locally broadcast television signals and other appropriate services. The basic tier of service shall be provided to all subscribers at a set rate of basic service. The following broad categories of programming shall be provided: 24-hour news and weather, sports, children’s programming, public broadcast services, major network stations, foreign language programming. Two Government Access Channels for noncommercial use by the government shall be provided. One channel, the Commander’s Access Channel, shall be used for internal and base unique messages, and the second channel shall be a permanently designated internal information channel for limited viewing from a military operation facility only. The system shall be designed and constructed to permit the government to originate programming for the Government Access Channel from facilities located on Tyndall AFB. The period of Subscription Contract is for a basic year and four one-year options. The estimated performance start date is 1 October 2004. This requirement is full and open competition. All responsive and responsible sources will be considered. Replies to this notice are solicited from both large and small business concerns. All requests for franchise, license, and base access should be made in writing (e-mail or fax is acceptable) to Nell Matchkus or 1Lt Karen Jack, 325 CONS/LGCAC, 501 Illinois Ave, Suite 5, Tyndall AFB FL 32403-5526, by 2 Jul 2004. Submit your company name, point of contact, address, and telephone number, fax number, e-mail address, CAGE code, Central Contract Registration (CCR) database number, business size, DUNS, and Tax ID numbers. Indicate if you are also interested in the subscription contract solicitation. No telephone requests will be considered. Estimated date for release of the subscription contract solicitation is 19 Jul 2004. Only Offerors who complete franchise agreements and licenses and request base access will be eligible to compete for the subscription contract. A site visit will be conducted at 325th Contracting Squadron, 501 Illinois Ave, Tyndall AFB FL 32403-5526 on 30 Jun 2004 at 1:00 p.m. Submit the names of all attendees via Fax (850) 283-3963 or EMAIL NELL MATCHKUS at nell.matchkus@tyndall.af.mil or 1Lt Karen Jack at karen.jack@tyndall.af.mil by 28 Jun 2004.
