- NAICS Code: 443120 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A LIST OF THE ITEMS BEING PROCURED CAN BE FOUND AT THE WEBSITE REFERENCED BELOW. The U.S. Environmental Protection Agency intends to negotiate a sole source purchase order with Fluent Inc. for FLUENT Software along with it's applicable technical support for installation, maintenance, and usage on a computing cluster with up to 349 active processors. The Period of Performance will be from the date of award for twelve (12) months. The U.S. EPA believes that Fluent, Inc. is the only source capable of providing the required software and support services. The circumstance permitting Other than Full and Open Competition Justification is FAR 6.301-2, "Only one responsible source and no other supplies or services will satisfy agency requirements". All interested parties who believe they can provide the required software and support services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement. The NAICS Code for this procurement is 443120. The Small Business Size Standard is $7,500,000.00. The request for quote number is RFQ-RT-04-00319. The Request for Quote document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-06. A firm-fixed price purchase order is anticipated to result from the award of this request for quote. The contractor shall provide the following: see RFQ No. RFQ-RT-04-00319 at http://www.epa.gov/oam/rtp_cmd/. The following FAR provision apply to this solicitation: 52.212-1, Evaluation-Instructions to Offerors-Commercial; All offerors are to include with their offers a completed copy of provision 52.212-3, Offeror Representations and Certifications--Commercial Items. The following FAR clause applies to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items. The FAR certifications and any subsequent amendments will be available via the Internet World Wide Web at http://www.epa.gov/oam/rtp_cmd only. Hard copies or diskettes will not be available. It will be your responsibility to frequently check the same site where the notice is posted for any amendments.
