Description
This requirement is for Joint Services Testing for material life cycle management of assigned Department of Defense military clothing, equipment and systems. The Contractor will provide the facilities, qualified personnel and materials necessary to supplement Government assets to meet critical NBCD requirements, as directed by the Program Manager (PM), Joint Service NBCD Equipment Assessment Program, to ensure the serviceability and readiness of assigned chemical apparel. At a minimum, the Contractor will provide testing support covering the following broad areas: technical, facilities, and NBCD systems and equipment. The contractor will conduct up to 420 trials of chemical agent testing and up to 5,000 physical property sample tests. A trial of testing is defined as up to 28 swatches of material, three gloves, or two masks. Numbers of swatches per trial are dictated by fixtu re design. Trials may be run in racks at less than capacity to meet the schedule needs of the Marine Corps. The contractor will provide a dedicated storage space for a Research, Development, Testing and Evaluation/Shelf Life (RDT&E/SL) warehouse with a capacity of not less than 5400 square feet and a racking system capable of 2,000 lb pallet storage for a fixed monthly charge. The preponderance of work will be accomplished at the contractor laboratories. The contractor will be required to travel CONUS/OCONUS to Government facilities for the purposes of meetings, briefings, data collection, and testing. The North American Industrial Classification Standard (NAICS) codes for this requirement are 541380. The small business size standard is $10 million. Offerors must be registered in the Central Contractor Registration (CCR) database. Lack of registration in the CCR will make an offeror ineligible for award. The anticipated contract period will be for a base period of one year and four one-year option periods.
