Description
Solicitation Notice: This synopsis is being issued to seek and solicit offers from qualified and eligible Hubzone firms to provide all plant, labor, tools, parts, equipment, transportation, incidentals, and engineering and design services to design and construct one (1) pour/push typed reinforced concrete boat ramp, and rehabilitate two (2) exiting jetties at the Upper Souris National Wildlife Refuge, located in Ward County, North Dakota. The scope of work will consists of but not be limited to the contractor designing and constructing a pour/push boat ramp. A pour /push boat ramp implies that each section of the boat ramp is cast in place above the existing water surface elevation and then pushed into its designated location. The reinforced, concrete boat ramp shall be constructed in two or more sections. The site shall be backfilled as required to allow the boat ramp to be placed on a 12.5% slope. The area above the boat ramp shall be graded with 6" inches of gravel surfacing material. In addition, the reinforced concrete boat ramp dimensions shall be 20' feet wide by 72' feet in length. The minimum thickness of the concrete ramp shall be 6" inches. The entire concrete ramp surface shall be course broomed to provide a rough finish to ensure vehicular traction. The ramp shall be made of reinforced concrete construction with a minimum of #4 reinforcing bars. This project is located at the Upper Souris National Wildlife Refuge located in Ward County, North Dakota. The performance period will consist ninety (90) calendar days. The first thirty (30) calendar days will be devoted to design and the remaining sixty (60) calendar days will be devoted to actual on-site construction. A Request for Quotation solicited proposals/quotes will be issued on/or about June 29, 2004 with a closing date on/or about July 29, 2004. The estimated magnitude of construction is between $25,000 and $100,000. The solicitation will be available through the Government wide point of entry (GPE) (http://www.fedbizopps.gov). Please note that the drawings and specifications will also be posted with the solicitation as a pdf file and will be available for download from the GPE. This acquisition will be set-aside as a Competitive Hubzone Set-aside. All responsible sources may submit an offer which will be considered. Award will be made to the responsive, responsible offeror whose proposal contains the combination of those criteria offering the best overall value to the Government utilizing price and past performance. Price and past performance will be weighted equally. Effective October 1, 2003, all contractors doing business with the U.S. Fish and Wildlife Service shall be registered on the Central Contractor Registration (CCR) website as an active vendor in order to be considered for possible contract/purchase order award. Firms submitting an offer in response to this solicitation must be registered in CCR prior to the solicitation closing date. The website is: www.ccr.gov. The North American Industrial Code (NAICS) for this acquisition is 238990, and the Small Business Size Standard is $12 Million.
