Description
The U.S. Environmental Protection Agency (EPA), Office of Pesticide Programs (OPP) is conducting a Sources Sought/Market Survey FOR INFORMATION PURPOSES ONLY, to determine if small and small disadvantaged businesses possess the necessary technical capabilities to support the OPP's Biological and Economic Analysis Division (BEAD) Laboratory's FIFRA Environmental Check Sample Program. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND/OR ANY FOLLOW-UP INFORMATION REQUESTS. NO TELEPHONE CALLS REQUESTING A SOLICITATION WILL BE ACCEPTED OR ACKNOWLEDGED. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME, HOWEVER, A DRAFT STATEMENT OF WORK (SOW) IS AVAILABLE. RESPONSES SHALL NOT EXCEED 15 PAGES AND STANDARD COMPANY BROCHURES ARE NOT DESIRED. INFORMATION SHALL FOCUS ON THE CAPABILITY TO PROVIDE TECHNICAL SUPPORT SERVICES DEFINED BELOW. The OPP is responsible for providing technical support to the numerous State and other EPA pesticide laboratories which support the Federal Insecticide , Fungicide, and Rodenticide Act (FIFRA) and the newly acted Food Quality Protection Act of 1996. This program is conducted at the request of the states to assist in internal quality assurance programs and in obtaining and maintaining accreditation with various accrediting bodies [e.g., International Organization for Standardization (ISO)]. State FIFRA laboratories are often called upon to analyze soil or vegetative samples for the presence of pesticides and, therefore, require technical assistance to keep current with the methodologies in these areas. The goal of the check sample program is to enable states to verify accuracy and reliability of data and laboratory performance. Appropriate Conflict of Interest (COI), Confidential Business Information (CBI) and FIFRA clauses will apply to this requirement. No Government Property will be provided. The majority of the work under this requirement is anticipated in Task 1 "Development of a Five-Year Check Sample/Proficiency Sample Program Plan for State FIFRA Laboratories, and Task 2, "Conduct a Five-Year Check Sample/Proficiency Sample Program Plan for State FIFRA Laboratories". The applicable NAICS Code is 541380 with a size standard of $10 million for potential small and small disadvantaged businesses. Vendors with the capability of providing services defined in the SOW are invited to submit, in writing, sufficient information within the page limitation (15 pages) which demonstrates their ability to fulfill the requirement. Responses must demonstrate capabilities/expertise in all aspects of the SOW.
