- NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR) Office of Atmospheric Programs (OAP) Climate Protection Partnerships Division (CCPD) intends to award a sole source firm fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to the Society of Automotive Engineers (SAE) of Warrendale, PA. The purpose of this acquisition is to test and compare Mobile Air Conditioner (MAC) systems using low leakage systems and lower global warming potential (GWP) refrigerants, thereby reducing greenhouse gas emissions. Under this Purchase Order, SAE shall test and compare various prototypes and the efficiency of hydrofluorocarbon or refrigerant 134a (HFC-134a) using fixed and variable displacement compressors in conjunction with system air management and elevated evaporator temperature control in real automobile applications. It has been determined that because of previous comparisons already completed under SAE's Alternate Refrigerant Cooperative Research Project efforts for similar GWP refrigerants, including First Generation R744 (carbon dioxide) and Secondary Loop R290 (propane) systems, they are the only known vendor uniquely qualified to satisfy the Government's requirement. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 10 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
