Response: This is not a new requirement and there is no contract in place at this time; however GEM/LASER Express, Inc. dba GLE was the last contractor to perform the work. 2. If there is an incumbent contractor, is the contractor eligible to bid as a prime contractor for this procurement that is set-aside for Service-Disabled Veteran-Owned small businesses?
