Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; qu otes are being requested and a written solicitation will not be issued. The small business size standard for North American Industry Classification Systems (NAICS) code 611430 is $5.0 million. The RFQ is a 100% small business set-aside. This solicitation s erves as the Request for Quotation (RFQ) for Human Development and Professional Training as follows: Line Item 0001: All labor, supplies, equipment, and other required training tools necessary to create and facilitate an organized team building program to train a newly formed organization of eighteen (18) highly technical individuals. The services also include providing to the Government a written plan of action, progress assessment reports and a final report at the end of the training. The focus of this training is to develop ways to improve upon team communication, reduce conflict, promote teamwork, leverage individual strengths and shape the organizational culture. The training is not-to-exceed 12 months from the date of award. The resultant purchase order will be Firm Fixed Price. Provisions at FAR 52.212-1 Instructions to Offers-Commercial and FAR 52.212-4 Contract Terms and Conditions-Commercial Items apply to this acquisition. Award will be based on the best value to the Government, which include s the training plan, materials used, assessment of training, written progress reports, and onsite presence. Offerors need to include a complete copy of the provisions at FAR 52.212-3 Offeror Representations and Certifications-Commercial Items with their o ffer (registered in CCR, DUNS Number, Cage Code, and Tax ID Number). The clause at 52.212-5 Contract Terms and Conditions required to implement Statues of Executive Orders-Commercial Items, applies to this acquisition. Clauses include: 52.222-3, 52.222-21, 52.222-26, 52.222- 35, 52.222-36, 52.222-37, and 52.232-33. DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions of Commercial Items, DFARS 252.225-7001 Buy American Act and Balance of Payment Program, DFARS 252.225-7036 Buy American Act-North American Free Trade Agreement Implementation Act-Balance of Payment Program.
