Description
A market survey is being conducted to determine if there are adequate Service Disabled Veteran Owned Small Businesses for this project. In addition, this survey includes a search for HubZone businesses that are certified by the Small Business Admini stration. HubZone small businesses are not restricted to any specified area. The proposed construction contractor will complete site preparation, grading, concrete, asphalt, storm drainage, sinkhole mitigation and relocation of numerous underground utili ties and communications lines both secure and regular. The work site is in the center of the army base existing of high density traffic. Construction activites will only create larger problems for traffic flow. Contractors must be able to work quickly, efficiently, and have had prior experience in this type of work to be able to minimize impacts to the installation, services and all personnel both military and civilian. This construction contract is part of a larger project which will generate a second construction contract of a major new headquarters facility on post. It will be imperative for both contractors to coordinate during these contracts. This project is planned for issuing in November 2004 with award approximately the middle of January 2005. NAICS Code is 237310. This project will be a Request for Proposal including a technical proposal and a price proposal. Low bid will not necessarily receive the award. Technical proposals will be evaluated on such factors (as an example) of past performa nce and experience. All interested Service Disabled Veteran Owned and or HubZone businesses should notify this office in writing by mail at the above address to the attention of Debra Bruner or fax at 502.315.6194 by 4:00 pm (Louisville local time) on 8 J uly 2004. Responses should include (1) identification of company as HubZone certified and or service disabled veteran owned (2) performance and payment bond capability on a project over $5 million, (3) experience of this magnitude including construction p rojects that are similar in size and scope to this proposed project, what percent of the work you performed on the project and references, (4) would your company be interested in proposing on this project and would your current work schedule allow for you to propose on this project. If qualified firms do not respond, this contract action will be reevaluated. This is NOT a request for proposal, this is a market survey for sources sought.
