Description
This is a sources sought notice to locate sources to perform non-personal services to conduct a week-long, parent/child, outdoor adventure camp to be conducted mid June or mid July of 2005. FOB destination. Contractor shall furnish all personnel, cabins or harden tent structures, supplies, equipment, tools, materials, supervision, other items and services necessary to perform and conduct a week-long parent child outdoor adventure camp as described in the Statement of Work entitled "Outdoor Family Adventure Program. A one year firm fixed price type contract is anticipated. The applicable NAICS Code is 611710, Educational Support Services, and the SIC Code is 7032, Sporting and Recreational Camps. This synopsis is for planning purposes only and does not commit the Government to pay for the information requested, issue a solicitation, or award a contract. EMAIL address: colleen.hirsch@usafa.af.mil STATEMENT OF WORK ?OUTDOOR FAMILY ADVENTURE PROGRAM? 1. INTRODUCTION: The Community Activities Program (10MSG/SVYR) would like to meet the interest and the need of Air Force families from the Academy area with the opportunity to participate in an Outdoor Family Adventure Program. This unique opportunity will allow parents and youth to learn more about themselves and their relationship, through a challenging and educational weeklong experience. This camp is being established exclusively for Military Dependents, ages 12 to 14, and one of their parents. The participating parent must be a military DoD ID card holder. This will be an all-day camp schedule providing a program focused on creating a bonding experience for families through participation in various outdoor and indoor activities, conducting workshops designed for parents and young teens to develop their relationship and communication, and leading recreational activities that provide youth and adults alike with physically and mentally challenging high-risk activities. Camp is to be conducted mid-June or mid-July of 2005. 2. SPECIFICS OF SERVICE: Contractor will provide an all-day camp schedule to begin on Sunday evening, and end on the following Sunday morning. The participants are 25 youth and 25 parents. The contractor will provide cabins or harden tent structures, where participants will be bunked, must be within 30 minutes or 20 miles of the Air Force Academy. Contractor will provide lodging on site to accommodate 25 youth and 25 adult participants for 7 nights. One set of bed linen per participant will be provided to include one pillow, one pillowcase, two sheets, and blankets. The facilities must meet the following minimum standards and be pre-approved by the Chief of USAFA Family Programs: - On-site restrooms will be permanent structures with electricity and running water - On-site dining facility - On-site showers - On-site telephone service for emergency services - Cabins /structures must accommodate a minimum of six participants and accommodate for separation by gender Contractor will provide a detailed schedule of activities for the length of the camp. This schedule shall include the following minimum requirement; the contractor will provide all equipment and organize and supervise the following: - Acquaintance Games, - Low Ropes Course, - High Ropes Course, - Orienteering, - Recreational Swimming, - Softball, - Kickball, - White-Water Rafting, - Horseback Riding, - Rock Climbing, - Craft Activities, - Empowerment Workshop, - Family Management Workshop. In addition, the contractor shall provide beverages and snacks daily during camp activities. Contractor will conduct all activities listed above which will focus on several or all of the following; supporting, caring and bonding within the family, building trust within the family, promoting family cooperation, developing family cohesion, emphasizing respect, enhancing and/or learning effective communication skills, expanding decision-making skills, increasing awareness of family and individual needs, improving family image, heightening motivation of working together, strengthening confidence of individuals? roles within the family, and having fun and memorable experiences. Contractor will provide all meals and beverages; breakfast, lunch and dinner beginning with Sunday dinner and ending with Sunday breakfast. Meals must meet the USDA requirements for youth and adults. Meals will be buffet style with a minimum of two entr?e choices and at least two vegetables. The breakfast meal shall consist of both hot and cold choices. Menu must be pre-approved by the Chief of USAFA Family Programs at least seven days prior to start date of camp. Contractor will provide each participant with all necessary written materials to guide them through the week?s activities. Contractor will provide, at no extra cost to the participant, a group photo (5?x7?), a rafting photo (5?x7?), a compact disc with various photos of the week?s activities, a graduation certificate and a T-shirt with a logo provided by Chief of USAFA Family Program. Contractor will provide all transportation for participants throughout the week for all camp activities. Transportation will be by buses or vans that meet National Transportation and Safety Administration requirements. 3. PROFESSIONAL REQUIREMENTS OF CONTRACTOR: Contractor must have a minimum of 15 years experience in conducting youth camps and leadership development. The contractor must have the appropriate licenses to operate this type of business and activities in the state of Colorado. Contractor must use only staff that has been properly trained. Training which must include but not limited to; program facts and history, safety, first aid and CPR, proper discipline techniques, and age specific behavioral characteristics. Employee staff must have a minimum of a state central clearance through the registry on child abuse and drug screening. Contactor must provide a trained nurse 24 hours a day, 7 days a week. Contractor must provide adult staff and separate security staff on site 24 hours a day, 7 days a week. Personnel must be able to speak, read, write and understand English.
