Description
NIH supports biomedical research through its on site research facilities (intramural) and by funding research at universities and institutes (extramural). Funding decisions for extramural research are made by the NIH peer review system. The National Institutes of Health (NIH), Center for Scientific Review (CSR) is conducting a market survey to determine if there are commercial small businesses capable of providing various administrative support services for the NIH Peer review. This is not a Request for Proposals (RFP) and one is not currently available. All interested small business are requested to submit capability statements, by or before July 1, 2004. Capability Statements must provide the demonstrated ability to perform the following tasks and work assignments. Task and work assignments may consist of, but not limited to the following: 1. Project control duties: Application Receipt Opening mail and performing an initial sort by type; sorting grant applications into categories; Examining grant applications for proper dates, endorsements, and other items; placing applications into color-coded folders depending on the category; Date-stamping and applying accession number stickers to applications and folders; Clearly and accurately labeling folders containing grant applications to facilitate processing in Project Control; Separating and documenting bulky appendix materials attached to applications; reuniting appendix materials with applications; Filing and holding appendix materials in mail-room until applications have been processed by Project Control; Running Neopost machine that folds letters and inserts into envelopes; Project Control Administrative processing of grant applications prior to data entry in accordance with the guidelines outlined by supervisors; Entering data from grant applications into the IMPAC database; data entry must be done with both speed and accuracy. Printing the status or history of the Principal Investigator (PI) given on the application face page; Retrieving any filed Awaiting Receipt of Application )ARA) materials, placing ARAs in folders and forwarding ARAs; Making corrections as needed to data entered into the database; Printing and applying identification labels to grant applications and folders; Bundling grant applications and distributing to appropriate destinations; Filing Project Control copies of grant applications; Processing requests for assignment changes (901s) Processing ARA forms Training new staff in procedures Learning new procedures for electronic submission and electronic processing of ARAs, 901s, etc. Checking applications for format compliance; obtaining corrections when necessary; Interacting with staff responsible for reproduction/scanning of applications when problems arise or corrections are needed; and Solving problems, answering questions, providing assistance to applicants and NIH staff regarding grant application submission process. 2. Administrative Support for the Operations of IRGs. Meets with the Branch Chiefs to determine support staff needs; plans coordinates and sets work priorities for study sections and Special Emphasis Panels (SEPs); Keeps the Branch Chiefs informed on progress of support work; Initiates changes in procedures, work methods or processes when needed to help the Chiefs in providing timely and accurate handling of applications; Keeps current on policy and procedures, keeps updated reference materials to provide the staff with changes in policy and procedures and is responsive to the needs of the staff for information. Responds appropriately to requests from applicants for status of applications and Center policies and procedures; Coordinates with the Chiefs and scientific staff to determine when meeting will occur; Maintains a database of meeting schedules for current and future rounds; Monitors study section conflict applications and tracks the assignments to appropriate Scientific Review Groups (SRGs); Schedules appointments and maintains the calendar for the Chief; Provides telephone support and prepares or reviews correspondence; Draft emails to PIs; Assists IRG Chiefs with collecting pertinent data on potential review committee members by searching computer files for individual expertise and fields of publication. Gathers reviewer information required for nomination slates (service history, grants history, areas of expertise, honors, etc.) Maintains a database of performance milestones for SRAs and prepares forms for performance evaluations; Assists the Division Administrative Review Assistants in preparing reports for Division Directors; and Assists IRG Chiefs, RTAs, and other CSR staff in (1) training SRAs in review procedures and (2), providing IRG personnel with consultative, analytical and resource assistance on matters pertaining to the LAN, software, and computer related equipment. 3. Travel Reimbursement and Evaluation Awards: Audit consultant travel documents. Review vouchers for accuracy and to ensure that costs are appropriate; Using the administrative database, performs searches for information; Enters data into the IMPAC system; Sorts and files documents; Performs general office tasks, data entry and travel support; Provides check writing service using an automated system; Assists customers resolve travel and reimbursement issues; and Provides general travel and reimbursement information. 4. Human Resources: Provides staffing advice to management regarding the following mechanisms: Title 5, Title 42, STEP and IPA appointments; Advises managers on all aspects of employee conduct, performance, training, award recognition, recruitment and retention issues; Answers questions on health benefits, pay, life insurance, and TSP; Produces custom and recurring reports from the Human Resources Database; Prepares vacancy announcements, KSAs and crediting plans; and Responds to questions of PHS Commissioned Corps issues. 5. Committee Management: Logs in incoming slates; Prepares nomination slates in IMPAC II for approval; Tracking nominations through the approval chain; Preparing and sending official letters of invitation to nominees; Logging in acceptance letters and entering data into IMPAC II; Maintaining all member data in files: Preparing notices for 1,600 study section meeting to be advertised in the Federal Register; Collect and maintain files for all required documents;and Prepares both annual and quarterly reports. 6. Office Support: Serves as receptionist, greets visitors, receives and refers calls; Assists with the assigning of controlled correspondence, and tracks deadlines; Helps in organizing meetings; Prepares memoranda, spreadsheets, and letters; Schedules meetings; and Maintains files. The North American Industry Classification System (NAICS) applicable to this requirement is 561110. The NIH intends to negotiate a 1-year contract with four (4) subsequent 1-year options. The capability statement must be submitted on or before July 1, 2004 and must reference number NHLBI-2004-PS(CSR)-103.
