Description
The Committee for Purchase from People Who Are Blind or Severely Disabled (Committee) is seeking commercial sources for Gloves, Patient Examination and Treatment, Powder-free, Non-sterile. A JWOD associated nonprofit agency is interested in buying gloves in bulk directly from manufacturers, to be packaged by persons who are blind or visually impaired. Latex, nitrile, and vinyl glove sources are being sought. All gloves must (1) conform to the most current version of the following standards: ASTM D3578 (latex, smooth and textured), ASTM D5250 (vinyl, smooth and textured), ASMT D6319 (nitrile, smooth and textured), ASTM D5712 (latex, smooth and textured), ASTM D6499 (latex, smooth and textured), ASTM D5151 (latex, nitrile and vinyl for smooth and textured), ASTM F739 (latex, nitrile and vinyl for smooth and textured), ASTM F1671 (latex, nitrile and vinyl for smooth and textured), and ASTM D6124 (latex, nitrile and vinyl for smooth and textured). (2) Be available in sizes from small to extra large. (3) Have tensile strength greater than or equal to 9MPa for vinyl, 14MPa for nitrile, and 14MPa for latex. (4) Elongation percentage (after aging) must be greater than or equal to 300% for vinyl, 400% for nitrile, and 500% for latex. (5) Be powder-free (conform to ASTM Standard D6124). (6) Report modulus in GPa or MPa. (7) Have conforming cuffs that completely contact the arm. (8) Be color coded for type of glove (the three different glove types - latex, vinyl, and nitrile - must be provided in different, distinct colors for ease of identification). (9) Gloves must be available in both textured and smooth varieties for all three types (latex, vinyl, and nitrile) of gloves. Testing reports from an accredited laboratory for all applicable ASTM Standards, most current version, wherever referenced in this description, must be submitted for each type of glove by product number. The most recent test results should be submitted. For each product number offered, all literature and testing reports required for that product must be grouped together in a single package. Offerors, including those who submitted detailed literature and testing reports under CP-04-16, must provide two sets of all packages for each product number offered. Offerors will be instructed on where to submit samples test results and literature. However, if you have previously submitted samples in response to notice CP-04-16, you do not have to submit additional samples. If detailed literature and testing reports are not received by the date below, the technical evaluation panel may be unable to fully evaluate samples and the products could be eliminated from further consideration. If the detailed literature and testing reports provided do not sufficiently address all of the listed criteria, the product may be eliminated from further consideration without further discussion. Note: Offerors may be required to verify, by submission of new testing reports and/or certification, that the test reports are current in accordance with the most recent ASTM standards. In addition to the requirements listed above, gloves will be evaluated for ease of donning, dexterity, flexibility, appearance of irregularities in thickness of the glove, odor, and taste.
