Description
This notice is for a Department of Health and Human Services (DHHS)/Health Resources and Services Administration(HRSA) requirement for medical care related services for the National Health Service Corps(NHSC). The requirement will be competed pursuant to the Public Health Services Act(PHSA), Title VII Health Professions Education, Part C, Sections 747- Training in Family Medicine, General Internal Medicine, General Pediatrics, Physician Assistants, General Dentistry, and Pediatric Dentistry, and 748- Advisory Committee on Training in Primary Care Medicine and Dentistry. Therefore, the competition for this requirement will be limited to State Government Organizations or non-profit hospitals, schools of medicine or osteopathic medicine, or public/private non-profit/not-for-profit entities. It is anticipated that multiple contract awards may be made as a result of this solicitation. Each proposed award will provide funding for approximately the equivalent of 1.33 Federal Time Equivalent(FTE). The NHSC ensures access to primary and preventive health care service in underserved communities and vulnerable populations through recruitment and retention of primary health care professionals. Vulnerable populations are defined as frontier, rural and urban underserved areas. The Student/Resident Experiences & Rotations in Community Health (SEARCH) is a part of the NHSC program. The purpose of the proposed contracts are to obtain/provide continued support for SEARCH services from these individuals to strengthen healthcare in underserved communities through continued linkage between and among community-based State Government Organizations or non-profit hospitals, schools of medicine or osteopathic medicine, or public/private non-profit/not-for-profit entities and academic institutions throughout the United States and its territories. The SEARCH Program will: 1) continue the facilitation and strengthening of the community-based organizations and the academic institution links(these links are mutually beneficial and a benefit to society as a whole); and 2) continue to expand upon already established Statewide partnerships and relational infrastructures including State Primary Care Associations(PCA), State Primary Care Offices(PCO), Offices of Rural Health(ORH), professional associations, academic institutions, and Area Health Education Centers(AHECs) to form a network of organizations to meet the diverse primary care needs of the underserved; 3) provide opportunities for students and residents to train in interdisciplinary teams; 4) nurture the development of culturally competent, community responsive primary care providers; and 5) increase the recruitment and the retention of health care professionals in Health Professional Shortage Areas (HPSAs) by expanding the number of high-quality service-linked training opportunities available in these communities. The period of performance is planned to be a base year with two one(1) year option periods.
