Description
Marine Corps Systems Command (MCSC) is conducting a market survey to determine industry?s capability to deliver non-lethal capabilities embedded in a small, lightweight, and man-portable device. Capabilities of interest are: the application of non-coherent and impulse sources of light, aversive sound, and blunt-force trauma used individually or in combination to create a distracting or disorienting effect. The effect of the device will be non-lethal (not intended to cause death or permanent injury/damage) and temporary in nature. It will significantly reduce undesired injury by assisting the warfighter in moving opposing forces out of a room or other similar type enclosures without using lethal force. This will reduce risks in both noncombatant and combatant casualties, friend or foe and damage to collateral equipment and structures. OPERATIONAL CONCEPT: The intent of this non-lethal device is to minimize risk of undesired injury to the warfighter and noncombatants, neutralize space occupants (both combatant and noncombatant) through use of distraction / disorientation effects, and enhance force protection capabilities. The device will be utilized during combat operations, operations other than war (OOTW), ship seizures, hostage rescues or similar Military Operations in Urban Terrain (MOUT) where there is a requirement to clear individual spaces of enemy and non-combatant personnel, and to enter and control the targeted space. RESPONSES: Products that are commercially available off-the-shelf (COTS) or readily available COTS products requiring minor modifications may meet the criteria. Products that are still in research and development or that require significant modifications to meet the criteria are NOT acceptable. Interested firms are requested to respond by 16 July 2004 with a Capability Statement of no more than 10 pages outlining their ability to meet or exceed this potential requirement.
