Description
NA This is a presolicitation synopsis for commercial items in accordance with Federal Acquisition Regulation (FAR) Parts 12, 13.5 and 15. The Volpe National Transportation Systems Center (Volpe Center), in support of the Iraq Provisional Authority, intends to purchase six (6) Railway Sleeper Exchanger machines. The contract price will include the cost of delivery and final assembly. Delivery and final Government acceptance is in Baghdad, Iraq. A railway sleeper exchanger machine is a self-propelled railroad maintenance machine designed to lift tracks, extract and insert concrete and wooden sleepers. The machine shall be fabricated of steel, driven by diesel engine, and shall be capable of moving in both directions. The machine shall be useful along any railroad track with sleepers and s hould be easily transportable by truck. The machine shall be the manufacturer's standard commercial product that has been marketed and in commercial field use for at least two years prior to the date of bid opening. Product improvements are acceptable. The machine shall be equipped with optional equipment as specified in the solicitation. Optional equipment is defined as equipment not standard with the machine, but which has been furnished to the commercial customer, for the purpose intended, such as special features. The sleeper exchanger shall be equipped with all components necessary to enable it to function reliably and efficiently in sustained operation. We plan to issue the solicitation on or about July 1, 2004, with proposals due on or about July 22, 2004. The contract result ing from the solicitation will be Firm-Fixed-Price. The applicable NAICS Code is 336510. The Size Standard is 1,000 employees. Detailed specifications and minimum requirements will be set forth in the solicitation. The acquisition will be conducted using full and open competitive procedures. The subject solicitation and related documents will be available in electronic format only on the Volpe Center Acquisition Division home page on the World Wide Web. Paper copies of these documents are not available. These documents will be available in text format and reside on a WWW server which may be accessed using Web browsers. Offerors desiring to receive a copy of the solicitation and any related documents must register at this site to receive electronic notification of the solicitation posting and availability for downloading. Contractors are warned that when they register to receive solicitations, amendments, and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies with the contractor. The Government will make no additional efforts to deliver information when the system indicates that transmissions cannot be delivered to the e-mail address provided. Telephone requests will not be honored. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
